Research On The Integrated Development Policy Of Highway Transportation And Tourism In Sichuan Province

Sichuan Province is rich in tourism resource with profound cultural background and unique tourism resources.But it found that slow development and lack of power for tourism development in the recent years.And the ranking in the whole country continues to drop.There is a certain gap when compared with Guizhou,Yunnan and other surrounding provinces,even if Sichuan is rich in transportation resource: The scale of transportation infrastructure is leading in China,and the highway mileage ranks No.1 in China,especially the G318,G317 etc.those are the most beautiful tourist scenery to be famous in the world.However,the masses are expecting convenient transportation,good service,beautiful scenery in the long way and some other new demands,not just the travel.At present,tourism transportation is in the stage of transforming from basic demand to service expansion.Although the state and province have issued a series of policies to support the development of tourism transportation,however,due to the macro policy,it is difficult to define the responsibility of each department,also the development path of integrating transportation and tourism is not clear and there is lack of effective support policies and specific implementation path,as a result,it is difficult for cooperation in local government departments to promote it,and the enthusiasm of market participants to invest in it is not high.Highway transportation,as an important public product,is an important carrier for providing the high quality travelling service for tourists,especially the self-driving tourists.Therefore,it is very important to promote the fusion development of highway transportation and tourism to solve the demand of high-quality travel service for tourists,and it is urgent to further study and solve the problems existing in the process of promotion.Based on the research perspective of promoting the fusion development of the transportation and tourism,and take Sichuan province as the research object with the theory of policy function,this paper mainly makes the following research: First,analyzing the current research fusion development situation at home and abroad of highway transportation and tourism,and defines the current key research areas and directions.Second,analyzing the tourism,highway traffic development and the fusion development of the two in Sichuan Province,and showing the implementation effect of the fusion development by typical cases.Third,from three aspects of policy subject and theme,policy tools and target value,this paper makes qualitative and quantitative analysis on the relevant policies involved in the fusion development of highway transportation and tourism.Fourth,through the theory of policy tools,from the two dimensions of the use of policy tools and the realization of target value,to find out the existing problems and analyze the causes of the problems.Fifth,to sort out the relevant domestic policies and find the policy experience worthy of reference,and draw the policy enlightenment for the fusion development of highway transportation and tourism.Sixth,combined with the actual development of Sichuan Province,this paper puts forward countermeasures and suggestions from four aspects of perfecting the Highway Tourism Transportation Network,promoting the level of tourism transportation service,building the highway tourism transportation products,and perfecting the Integrated Development Mechanism of cross-border tourism.
