For the construction project,the decision-making stage is the key component of the whole life cycle project cost management,and it is also the important source and key link for controlling the construction cost of the project,for the overall construction cost control is particularly critical.Since the long-term development of China’s project cost control,more concentrated in the project implementation stage,the early decision-making cost control has been ignored,China has not yet formed a targeted and perfect evaluation index and cost control method standards.Therefore,based on relevant domestic and foreign literature,this article combs and analyzes the research on project cost and decision-making control.Furthermore,based on the value engineering theory,using OWA model,sensitivity analysis and other methods to study the cost control and scheme comparison in the engineering construction decision-making stage,it provides a theoretical basis for scientific understanding and solving the cost control in the current stage of the engineering construction process.Firstly,on the basis of consulting a large number of related documents and materials in the early stage,this paper combs and summarizes the research results and literature materials of others,and explains the background,main methods and contents of this research.Secondly,the definition,function and relationship with the decision-making stage of project cost control are studied,after that the characteristics of cost control are analyzed and its necessity and key direction of control are analyzed.Thirdly,based on the main content of cost control in the decision-making stage,this article summarizes some of the commonly used cost-valuation methods in the decision-making stage,and points out the main problems that exist in the project decision-making stage in our country,then puts forward relevant suggestions on key points of countermeasures that need to be controlled.Next,this article explains the mechanism of the value engineering method in the decision-making stage of the engineering project,and points out the specific calculation process of the value engineering method in the selection of schemes,which integrates the OWA operator weighting method,the analytic hierarchy process,and the fuzzy comprehensive evaluation method and so on.Finally,this article combined with construction project engineering examples to carry out an empirical analysis,and used the value engineering method to select an optimal one among the three comparison options in this project,showing the actual application of the value engineering method in the project.From the theoretical and practical level,this research has realized the real control effect of project cost in the decision-making stage based on value engineering.
