| Because of its advantages such as large transportation capacity and less pollution,water transportation is an important way to develop a low-carbon economy internationally recognized.With the in-depth advancement of the transportation business,the development of the waterway has attracted more and more attention from all walks of life,especially in the bay area with unique geographical conditions of "embracing the sea and holding the bay" and the regional economic characteristics of "combining groups and connecting rivers".Development has gradually become an important support for the economic development of the Bay Area.In February 2019,the Central Committee of the Communist Party of China and the State Council issued the "Guangdong-Hong Kong-Macao Greater Bay Area Development Plan",which clearly pointed out that Guangzhou and Shenzhen,two modern metropolises,must improve their international shipping capacity and improve the integration of infrastructure such as ports and waterways.Network construction,and jointly build a larger and stronger comprehensive supporting service system such as ports and shipping with Hong Kong.Among them,Shenzhen is one of the core engines for the construction of the Guangdong-Hong Kong-Macao Greater Bay Area,which requires Shenzhen to have a three-dimensional water,land and air transportation system.However,the development of Shenzhen’s waterways is currently limited by many factors and lags behind the development of other transportation industries.Management and maintenance The mileage of the waterway only accounts for 1% of the whole province’s waterway system,which is not suitable for the growing scale and demand of Shenzhen’s water transportation and port development.Under the new economic situation today,as the Shenzhen waterway management department,it is facing unprecedented opportunities and challenges.In addition to the objective reasons such as the weak social influence of the waterway industry and insufficient attention and the narrowing of the functions of the waterway department due to the reform of government agencies and institutions,the important reason for the backward development of the waterway department in Shenzhen lies in the problems in the construction of the internal professional and technical personnel team and the lack of endogenous business development.power.Professional and technical personnel are the core strength of the channel’s development.In October 2020,General Secretary Xi Jinping once again emphasized at the celebration meeting of the 40 th anniversary of the establishment of the Shenzhen Special Economic Zone,"To insist that development is the first priority,talent is the first resource,and innovation is the first driving force." The revitalization of the waterway must rely on professional and technical personnel to change the status quo of the lagging development of the Shenzhen waterway,so as to adapt to and promote the development of the Guangdong-Hong Kong-Macao Greater Bay Area,and provide a strong impetus for Shenzhen to build a world-class port and a global ocean center city.Therefore,studying and improving the construction of professional and technical personnel in the waterway is an issue that needs to be highly valued in the context of the development of the Guangdong-Hong Kong-Macao Greater Bay Area.This paper takes the professional and technical personnel team of Shenzhen waterway department as the research object,and uses methods such as literature review,field investigation,and distribution of questionnaires to analyze the basic situation of the professional and technical personnel team of Shenzhen waterway department,the status quo of talent team construction and the achievements obtained at this stage.With in-depth understanding of the results,the research and analysis of the current problems in the construction of professional and technical talent teams include chaotic management processes,poor talent structure,slow improvement in business capabilities and quality,and difficulty in outstanding talents.The main reason for these problems is that they are affected by the management mechanism.It is influenced by various factors such as backwardness,unscientific talent allocation,little support for education and training,and backward incentive mechanism.In view of the problems and reasons existing in the construction of professional and technical personnel in the Shenzhen Waterway Department,the team has been put forward in a targeted manner,and the construction of professional and technical personnel can be solved by improving personnel allocation,training and development,assessment and employment,and talent incentives.The difficult problem of making all talents concentrate,make the best use of their talents,make the personal growth of employees coincide with the realization of the department’s strategic goals,unify the realization of personal value with the development of the channel,and finally achieve "win-win" On this basis,it will promote the balance between the construction of Shenzhen’s waterway and the development of other water transportation-related industries,and boost the water transportation economy to a new level,so as to achieve the grand goal of modernizing the transportation system in the Guangdong-Hong Kong-Macao Greater Bay Area. |
