Study On The Selection Of Construction Company Participating As Consortium Partners In Highway Construction EPC Project

The construction of domestic highways is making history,and the model has also undergone earth-shaking changes,with the rapid changes in policies such as red line land occupation,investment and financing,the old highway construction model is becoming more and more difficult to adapt to the changes of the times.Because the EPC model can effectively collaborate between the design and construction sides,and has unique advantages in terms of quality,schedule,safety,investment,etc.,more and more highway projects adopt the EPC model.As the technical difficulty of construction projects increases,the correlation between the entire industry is becoming more and more close,and it is difficult to complete all the work of general contracting of highway projects by relying on one enterprise alone.Therefore,in order to strengthen the competitive advantage of enterprises and integrate the superior resources of all parties,the formation of a consortium to undertake the highway EPC project has become the solution.Recently,China is vigorously promoting the development of project general contracting,and more and more attention is paid to the importance of design units in the engineering industry,and encourages design units to use consortium forms to undertake project general contracting.However,the inherent model formed by the design unit in the past development is difficult to change immediately,and there is a shortage of on-site talents who master the construction technology and management capabilities;in addition,compared with the construction unit,the design unit encounters problems that need to coordinate the construction of the highway,and the control ability is insufficient.Therefore,when the design unit considers the transformation and is willing to lead the consortium to undertake the highway EPC project,how to choose the construction unit to cooperate in the consortium becomes the top priority,so this problem is the content of this study.The design unit adopts a scientific method to select the construction party of the consortium,which can not only reduce its own risks,but also bring opportunities to both units for mutual benefit and win-win results.This study first sorted out the relevant literature of the consortium and other aspects,and through the analysis of the needs of the design unit itself and combined with the literature survey,the 26 initial factors affecting the selection of the construction unit when forming a consortium to undertake the EPC project were selected.Subsequently,through two rounds of expert interviews and combined with the questionnaire,a preferential evaluation index system was established,and then the indicators in the preferred research index system of the construction party of the highway EPC project consortium were weighted and confirmed by using the hierarchical analysis method.Finally,the 21 evaluation indicators are divided into subjective indicators and objective indicators,and the evaluation criteria of each index are explained,and finally the preferred method of the construction party of the expressway EPC project consortium is formed.Combined with the case of a highway EPC project to select the construction party,five experts were invited to apply the selection method of this study to select 3 construction enterprises to verify the rationality of the selection method of this study.
