Study On The Selection Of Construction Enterprises Participating As Consortium Partners In Housing Construction EPC Project From The Perspective Of The Design Party

EPC has become a hot spot in the field of engineering.The general contracting management measures for housing construction and municipal infrastructure projects clearly stipulates that,the general contracting project in the area of housing construction and municipal engineering can only be undertaken by a design and construction enterprise with both design and construction qualifications or a consortium composed of enterprises with single qualification.However,in practice,the enterprises with dual qualifications are limited,moreover some large design institutes do have construction qualification at the same time,however,they are not willing to participate directly in the construction of the project due to their traditional advantages and development directions.Therefore,how to correctly evaluate and select the construction party in the consortium has become one of the core issues of design enterprises in the "EPC boom".Through the analysis of the demands of the design companies,literature research and questionnaire survey,collect,analyze and filter out various factors influencing the design-party's choice of the construction party in the consortium in a housing construction EPC project.Eventually,twenty-four influence factors are determined.Based on the influence factors,this paper establishes the initial index for the selection of the joint venture construction enterprises in a housing construction EPC project from the perspective of the design party,then revises the initial indicators via two rounds of expert interviews,finally,establishes the index system of construction company selection in the consortium of the housing construction EPC project on the standpoint of the design party.In this article,AHP is used to assign the significance of each index in the index system of construction party selection in the housing construction EPC project consortium and determine the weight of each index.Meanwhile,the evaluation index is divided into objective index and subjective index.The objective index adopts single index evaluation method and subjective index adopts expert experience scoring method.The evaluation method and evaluation criteria of each index are explained individually,On this basis,the optimal method for selecting the joint venture construction companies for the housing construction EPC project from the perspective of the design party is constructed.Based on a case of a real estate EPC project design party comparing and selecting the joint venture construction partner,five experts are invited to apply the selection method in this article to choose the best one from four construction enterprises shortlisted in the comparison and selection of H design company that year,and the effectiveness of the optimization selection method of joint venture constructor of real estate EPC project from the perspective of the design party is proved.
