Analysis And Research On Design Quality Of Hydraulic Engineering

In the past 40 years of reform and opening up,China has built a number of world-leading water conservancy projects,overcome numerous technical problems and accumulated a lot of successful design experience.The establishment of these projects has played an important role in the development of the national economy.In recent years,with steady progress in the reform and development of the water conservancy industry,the scale of investment in water conservancy has repeatedly reached new highs.In 2020,the number of major water conservancy projects started to record a record high,and the reform of key areas of water conservancy has been deepened.Breakthroughs have been made in strengthening government supervision and giving play to market mechanisms.The 14th Five-Year Plan period will be the first five years for China to embark on a new journey of building a modern socialist country in an all-round way and march towards the second Centenary goal,as well as the key period for further deepening the current water conservancy reform and development.Prior to the construction of the water conservancy project design is refers to the water conservancy project,according to the national development goal,comprehensive planning,industry planning,such as target,balancing the needs of the relevant parties for construction projects and the economic and social objective conditions,put forward that could satisfy the requirement of national policy,industry standards,the owner design,through the design documents and drawings and other designs.The design result is the programmatic document guiding the engineering construction,which provides the necessary basis for the engineering construction process,so that the construction project can be realized according to the initial idea and controlled within a certain investment range.Therefore,the quality of engineering construction,progress,investment and so on are closely related to design quality.This paper starts from the mechanism of design quality formation,introduces two related theories of total quality management and quality management system theory,expounds the quality composition of water conservancy project and the formation process of design quality,and deeply analyzes its control points.The design quality problems found in the design quality supervision and inspection in 2019 were counted through questionnaires,the problems found in the inspection were analyzed and the deep-seated causes were deeply explored,including the causes of the design unit,the industry and the market,etc.and the causes and responsible parties were analyzed.Put forward practical and effective management countermeasures,suggestions and ways to strengthen design quality management,so as to improve the survey and design quality of water conservancy industry.
