In the construction and practices of hydraulic and hydropower engineering,the specification of its quality is the core question in engineering construction and implementation.Though our country has made a handful of laws and regulations on hydraulic engineering project quality in succession in recent years;all levels of water administration department have strengthened the inspection of large and medium scale project quality.However,too much attention is paid to the construction quality and control as well as the scarcity of supervision in the preparatory and check and acceptance phase,they can not make an effective comment on quality based on the project.Sluice is quite common in hydraulic and hydropower engineering as a typical structure.Applying the Life Cycle Assessment as the framework combined with the analysis of the example of reinforcement project of the sluice in River Jiyun,this thesis elaborates the whole process of sluice project quality appraisal system.Furthermore,applying Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation combined with the quantitative appraisal of sluice project quality.By accumulating the four procedures: Factor decomposition of the sluice project quality,establishment of the sluice project quality evaluating indicator,application of the Analytic Hierarchy Process to calculate the weight of sluice project quality,Fuzzy Comprehensive Evaluation of the sluice project quality,this thesis has completed the sluice project quality evaluation and examined the uniformity of matrix as well as calculating the weight.This thesis makes the outcome more objective and more scientific.The aim and also the significance of this thesis can play a role in the research of construction quality in hydraulic and hydropower engineering for the further study.
