Research On The Problems And Countermeasures Of Promoting The Optimization Of Electric Power Business Environment In Panzhihua City

The "Access to Electricity" service level is an important indicator for evaluating the business environment of a country and region,which often referred to as the electricity business environment.Therefore,how to optimize the business environment from the two aspects of electricity handling and electricity consumption is the key to improving the perception of enterprises’ access to electricity levels.Since China fully implemented the special action to optimize the electricity business environment in 2020,there has been significant improvement in the level of office and electricity services for commercial and industrial electricity users.Panzhihua City is an important industrial city in Southwest China,with a large number of commercial and industrial electricity users and a large-scale electricity market demand.At present,although Panzhihua City has achieved certain results in promoting the optimization of the power business environment,there are still many problems and deficiencies.The concept of business environment and electricity business environment is defined firstly.And based on the overall governance theory and the government function theory,the theoretical analysis framework is established,and the specific functions of the government in promoting the electricity business environment mainly include organizational leadership,administrative services,resource sharing and coordination,market supervision and management.On this basis,by introducing the general situation of the electricity market development in Panzhihua City,as well as the status quo of government functions in promoting the optimization of the electricity business environment,the results of the optimization of the electricity business environment in Panzhihua City are organized and introduced.Then,through file research and on-the-spot interviews,the problems existing in Panzhihua City’s promotion of the optimization of the electric power business environment is studied,According to the analysis of the practice and experience of the two demonstration pilot areas of electric power business environment construction in Beijing and Shanghai,combined with the problems existing in Panzhihua City’s promotion of the optimization of the electric power business environment,on the basis of the overall governance theory,suggestions and countermeasures are put forward,which including strengthening the level of coordination of the organizational system,improving the quality of the implementation of the administrative system,promoting the construction of a resource sharing coordination system,and improving the market supervision and management mechanism.Through the research,the problems in promoting the optimization of the power business environment in Panzhihua City currently includes internal and external coordination mechanism is backward,and the effect of internal and external coordination supervision and management is not good.The reasons for the above problems mainly include the unclear positioning of the powers and responsibilities of the administrative system in the organizational construction,the imperfect coordination and cooperation mechanism between the government and enterprises,the imperfect service quality and administrative examination and approval rules in the construction of the administrative service system,and the poor service awareness and ability of administrative staff.The construction of supporting information platforms in resource sharing and coordination is lagging behind,the channels for government-enterprise resource sharing are not smooth,the publicity and implementation of market supervision awareness in market supervision is insufficient,and the supervision and management system within the administrative system is not perfect.In view of the above problems and deficiencies,the suggestions and countermeasures put forward in this paper mainly includes strengthening the level of coordination of the organizational system,improving the quality of the implementation of the administrative system,promoting the construction of a resource sharing coordination system,and improving the market supervision and management mechanism.The optimization of the power business environment has important practical significance for promoting regional economic development and industrial structure optimization.The problems and reasons for promoting the optimization of the electric power business environment in Panzhihua City is analyzed and studied,and corresponding countermeasures and suggestions are put forward based on the overall governance theory and the theory of government functions.At the same time,it also has certain reference and reference value for other parts of the country.
