| With the rapid progress of urbanization,the problem of traffic congestion is getting worse.Subway construction effectively reduces the traffic pressure,and extending the service life of the subway has a great significance for urban construction.Post-evaluation methods have been used to analyze and research subway projects at home and abroad,and have achieved certain results.The Shenyang Metro project also needs to be studied through post-evaluation to further improve the effectiveness,efficiency and impact of subway project investment.Through the research on the relevant theories of subway project construction and life cycle,the definition and characteristics of project management and life cycle are clarified.Based on the concepts,relationships and management measures of the three objectives of project management(quality,schedule and cost),integration,internationalization and information based trends of project management development have been summarized.Through the study of life cycle and construction procedures of urban rail transit projects,the necessity of integrated management of the whole process of engineering project is analyzed.At the same time,it points out the content and type of post-evaluation of subway project.Based on analysis and research on the current status and problems of subway construction and operation in China,this research study analyzes the trend of life cycle management of subway project in Shenyang city based on the development situation of Shenyang subway referring to foreign metro development experiences.Based on the design basis and principles of post-evaluation theory,in combination with the characteristics of subway projects,we established a two-level evaluation index system for passenger flow status and safety management status;and by using the comparative analysis method,we obtained 9 three-level evaluation index systems that reflect the comprehensive status of the subway development,including daily average passenger flow,daily turnover,passenger turnover,work safety indicators,and employee safety training.In addition,the analytical hierarchy process and fuzzy comprehensive evaluation methods are used to determine the index weights and evaluate the comprehensive status of the Shenyang Metro.By conducting an evaluation of Shenyang Metro Line 1,according to the Shenyang Metro Post Evaluation System,the results show that Shenyang Metro Line 1 is in a good comprehensive state.But the analysis of passenger flow state shows that,there are deviations in the predicated value of several passenger flow indexes in the feasibility research stage.Specifically,the poor performance in the prediction of passenger flow in the transfer station is especially prominent,which leads to the insufficient construction scale.And when the passenger flow is relatively concentrated,there will be certain pressure at transferline station.Therefore,suggestions to improve the passenger flow,strengthen safety management,promoting the continuous improvement of Shenyang metro project and perfection of life cycle management for Shenyang metro project are proposed,and it can provide beneficial guidance or reference for the future optimization and continuous improvement of the life cycle management of Shenyang metro. |
