Study On The Difference Of Implementation Effect Of Marine Engineering Equipment Manufacturing Industry Policy

Under our market economy system,the significance of industrial policy to promote industry development is significant.At present,regulating,guiding and promoting industrial development through industrial policies is still one of the main means for the government to promote industrial economic development.Especially for strategic industries,it is often necessary to base on the current industrial development stage and adopt more intensive market intervention means to promote the development and growth of the industry.However,different industrial policies need to be adopted at different stages of development.Especially for industries in the stage of parallel competition with other countries,industrial policies play a more important role in this stage because of the advantages and constraints of different economies in terms of technology,industrial cooperation and competition will exist simultaneously.In fact,there are many differences in the implementation of industrial policies.The previous industrial policy research is mostly to evaluate and analyze the whole policy of a certain industry.There is very little differentiation research on industrial policy from internal classification.In fact,different policies imposed on the same industry will act on different links of the industry,and the effect of implementation cannot be generalized in most cases.If supporting policies are given to both the manufacturing end and the research end of the industry,the implementation effect may be completely different.Thus,it can be seen that it is a more accurate and comprehensive policy research method to divide the policies of the same industry according to the links and carry out differentiation research.By analyzing the reasons for the success and failure of the industrial policies in different links in the same period,the paper puts forward suggestions for the optimization of industrial policies,accurately solves the key core problems that need to be solved at present,which has theoretical and practical guiding significance for promoting industrial development.The purpose of this paper is to carry out industrial policy research on the Marine engineering equipment manufacturing industry which has the characteristics of strategic industry and is in the stage of parallel development,and take Qingdao as an example.Currently,most of Qingdao’s Marine engineering equipment manufacturing industrial policies support processing and construction and innovation research and development.This paper will focus on the objectives,objects and tools of industrial policy,to analyze the effectiveness of the implementation of industrial policy in the above two fields.Through the research,it is found that the implementation of industrial policies in the field of supporting processing and construction has a good effect,which helps the Marine engineering equipment manufacturing industry to join the world’s first tier of construction and processing.However,in the field of supporting innovation,research and development design,and scientific research achievements transformation,the industrial policies fail to solve the prominent problem of the bottleneck of key core technologies.At present,the design of high-end ocean engineering equipment is still controlled by Western countries,and some key core components are still imported for a long time.Therefore,this study establishes a unified analysis and evaluation system from the three dimensions of policy cycle,policy formulation and policy implementation,analyzes the differences in the effectiveness of current policy implementation in the above two fields,and conducts research and analysis from the policy content itself,characteristics of policy objects and external environment,etc.From the three perspectives of "industrial policy continuity","technical screening of industrial policy" and "industrial policy effect supervision",the paper explains the reasons why industrial policy is effective in the field of construction but not ideal in the field of innovation and research and development,and then puts forward suggestions to improve the level of industrial policy formulation and implementation and promote the industry through the current development stage faster.
