| The post-evaluation work of projects is an essential part of project management and a requirement for the standardized development of project management in the new era.The construction of PPP projects in expressways,with its complex approval procedures,large capital investment,high technical requirements,long operating time,and impact on regional economic and social development,holds a significant position in domestic project construction.This article first reviews relevant literature and policies related to the development of PPP projects and expressway construction,and post-evaluation of projects at home and abroad.Based on the study of the characteristics of post-evaluation of domestic and foreign expressway PPP projects,the proposed post-evaluation indicators are identified.It is suggested to increase the evaluation of "political and business cooperation" indicators in post-evaluation indicators for expressway PPP projects.Then,using the analytic hierarchy process,this study determines the weight of evaluation indicators for the L expressway in Gansu Province,and establishes a post-evaluation model using the success degree discrimination method based on the extension assessment method.This paper summarizes and analyzes the development process of L expressway project,which provides substantial data support for experts to grade and draw the conclusion of post-evaluation research.Through expert scoring,the post-evaluation model criteria layer,application layer indicator success degree correlation,and the overall success degree of project processes,benefits and impact,political and business cooperation,sustainability,and project integration are assessed as "completely successful."Finally,based on case analysis and evaluation,the following suggestions are proposed:(1)further strengthen the feasibility study depth of expressway PPP projects to reduce the deviation between predicted traffic volume,toll revenue,and actual results.(2)adopt refined cost control measures during the project process to prevent waste of construction funds.(3)strengthen communication and coordination between enterprises and government,assume practical responsibilities and obligations,implement feasibility gap subsidies as soon as possible,and maintain high-quality sustainable development of projects.(4)further implement post-evaluation management measures in expressway PPP projects and establish a comprehensive post-evaluation information feedback mechanism. |
