Empirical Research On Success Degree Evaluation Of Transmission And Transformation Project

Electric power industry is the key and leading industry in national economic development strategy,whose developmental level reflects the developed degree of national economy.With the deepening of the structural reform in power system,transmission and transformation project has become an important component of power grid construction.Due to the large scale of investment,complex structural functions,strict construction technology,long cycle of construction as well as serious safety hazard,transmission and transformation project has a direct bearing on the stable operation of power grid and security of power supply,and further,the development of the whole power industry.In spite of this,transmission and transformation project emerges common characteristics during development such as regularity,controllability and repeatability.If objective,comprehensive and reasonable success degree evaluation can be made on transmission and transformation project,problems during implementation and business process and lessons learned can be summarized,a solid foundation of improvement and development of transmission and transformation project will be laid,thus accurate investment and lean management can be achieved.This paper takes the success degree evaluation of s as the research object along with G1 as the main research method.Combined with the promulgated policy paper of post evaluation and the characteristic of transmission and transformation projects,the scope and contents of the success degree evaluation of transmission and transformation projects are determined,the five stages of which are pre-negotiation,pre-task stage,construction management stage,run stage and project benefits.Applying the theory,step and method of post project evaluation and success degree evaluation and taking the index of success degree evaluation into account,success evaluation index system based on characteristic of transmission and transformation projects is established after preliminary collection and filter.That is,taking the success degree evaluation of transmission and transformation projects as target layer and taking the pre-negotiation,pre-task stage,construction management stage,run stage and project benefits as secondary rule levels which includes 25 secondary rule levels index,an effect evaluation index system for transmission and transformation project that fit in well with their particularities is established and further analysis and testing and evaluation based on actual case will also be given.G1 will be adopted when determining indexes weight.Measure success rating of single index first and the conclusion will be synthesized for the success rating of the whole project,which means the conclusion of overall achievement evaluation.Evaluate the success degree of the transmission and transformation project according to the overall score and draw lessons from the past in order to provide useful advice and experience for the development of new project.
