Research On Post Evaluation Of Hydropower Project Based On AHP And Success Degree Method

Post evaluation is an important link in the process of project investment management,and also an important means to promote the scientific and standardized decision-making of project investment.Through the decision-making and implementation evaluation of the current project,the post project evaluation feeds back the relevant information to the relevant enterprises,providing guidance for the enterprises to strengthen the management of the existing projects and the upcoming projects.This paper first sorted out the relevant literature on post-evaluation of hydropower projects,on the basis of systematically introducing the characteristics of hydropower project,the content and methods of post evaluation,uses AHP to determine the weight of post evaluation index of Nam Yeh 2 hydropower project in Laos,and carries out post evaluation of the project through the success degree method.The evaluation results show that the evaluation score of the whole process of the project is 88.1 points,the project benefit evaluation score is 75.1 points,the project objective and sustainability evaluation score is 78.1 points,and the comprehensive post evaluation score of the project is 80.5 points,indicating that the comprehensive post evaluation result of the project is basically successful.Since the completion of Nam Yeh 2 hydropower station in Laos and its commercial operation for more than three years,due to the influence of insufficient incoming water,limited output and other force majeure factors,the actual power generation of the hydropower station is about 66% of the design level in the feasibility study,and the financial evaluation index shows that the overall actual operation benefit of the project does not reach the feasibility study goal.According to the research conclusion,put forward the following Suggestions:(1)further strengthen the depth of feasibility study.For the investment power station,the review of basic data,such as geological and hydrological data,should be strengthened to ensure that there are few or no problems with the basic data.Only the accuracy of basic data can guarantee the scientificity and rationality of engineering scheme and engineering scale demonstration.(2)Strengthen the whole process management of the project and improve the project management level.Strengthen the whole process management of the project,strengthen the sense of responsibility in each link of the project management,and ensure that the project can be completed as planned.(3)Strengthen post project evaluation management.After the formation of the evaluation database,the project post evaluation as a normal work to do,for the scientific,standardized and institutionalized project management to provide the basis.
