Research On The Role Of Government In The Development Of Special Purpose Vehicle Industry Cluster In Liangshan County

As a form of industrial organization with geographical characteristics,industrial cluster can better reduce enterprise costs,improve the utilization efficiency of public resources,and better form scale effect and industrial comprehensive competitiveness.Since the reform and opening up,China’s industrial clusters have developed rapidly and gradually become the engine of regional economic growth.In recent years,an important part of the government’s economic planning is the development of industrial clusters.Many local governments have issued some policies and measures to support the development and growth of industrial clusters.Some measures have indeed produced good results to a certain extent,but there are still many problems.In the process of promoting the transformation and upgrading of industrial clusters,how should local governments locate government functions,what roles should they play,and what more effective means should they play their role? These are the problems that local governments need to solve urgently.Taking Liangshan special purpose vehicle industrial cluster as an example,this paper studies the role of government in the development of industrial cluster.The study found that the government in Liangshan County promotes the development of special-purpose vehicle industry clusters in reasonable guidance and planning,focusing on infrastructure construction and supporting services,policy support,encouraging technological innovation,promoting transformation and upgrading,and strengthening platform construction.The analysis found that the problems of the government’s role in the development of the special-purpose automobile manufacturing industry in Liangshan County are: the basic conditions of the industrial clusters need to be improved,the financing and innovation of the industrial clusters are difficult,the public service capabilities need to be improved,and the integration of human resources is insufficient;the reason is that the local government Absence of services,lack of guidance,and insufficient supervision;imperfect institutional environment to support the development of industrial clusters;poor management systems create service constraints;insufficient talent attractiveness creates talent constraints.To this end,this article believes that the Liangshan County government should optimize the industrial cluster innovation and financing environment;reasonably intervene in the development of the park and innovate the park management mechanism;strengthen the training of human resources and improve the overall quality of personnel;and improve the business environment of the industrial cluster.
