Research On The Problems And Countermeasures In The Implementation Of Differentiated Electricity Prices In Ganzi Prefecture,Sichuan Province

The price of electric energy is an important part of the reform of the power system.At present,China adopts a market-based mechanism for the formation of feed-in price,a government-guided model for the formation of transmission and distribution price,and the formation of sales price is determined by various factors.Local governments formulate differentiated electricity prices policies according to the actual conditions.Ganzi Tibetan Autonomous Prefecture has abundant hydropower resources,and a large number of hydropower stations are distributed to supply electric energy to surrounding cities.Based on the actual situation and problems in the implementation process of differentiated electricity prices in Ganzi Prefecture,this thesis proposes corresponding countermeasures and suggestions,which will not only be beneficial to enrich the knowledge of relevant research fileds,but also provide reference value for the implementation of differentiated electricity prices in other similar regions.This thesis firstly analyzes the literature on the differentiated electricity prices,summarizes the theoretical research results and successful experiences of the differentiated electricity prices both in China and outside China through multi-channel review of relevant literature and data on differentiated electricity prices,and then elaborates on the core concept electricity prices and differentiated electricity prices.Questionnaires and in-depth interviews are used by on-site visit to hydropower plants,power supply companies,and residents in Ganzi Prefecture and conducting one-to-one interviews to understand the real situation of the implementation of differentiated electricity prices in Ganzi Prefecture.From the theory of public goods,the theory of natural monopoly and the theory of government regulation,this thesis analyzes three problems existing in the implementation of differentiated electricity prices in Ganzi Prefecture: namely,insufficient marketization of feed-in price,low transparency of transmission and distribution price supervision,and unreasonable government regulation of sales price.Then this thesis further summarizes the reasons for the above problems are first that hydropower generation is not suitable for market-based pricing,second that the cost accounting of transmission and distribution price is difficult,and the third that the role of differentiated sales price is weakened by subsidies.Finally,drawing on the good experiences of differentiated electricity prices both from China and outside China,the countermeasures and suggestions for the implementation of differentiated electricity prices in Ganzi Prefecture are proposed.By studying the implementation process of differentiated electricity prices in Ganzi Prefecture,this thesis draws the following conclusions : first,to weaken the power generation index in the feed-in electricity price so as to optimize the market-based mechanism for feed-in tariffs and reduce government intervention in the price of clean electricity;second,to strengthen the cost accounting of transmission and distribution power energy,accurately grasp the cost of grid construction and operation to make the transmission and distribution price more reasonable;third,to combine the actual local situation to develop differentiated electricity prices mechanism in the interests of the general public under government regulation.It is assumed that the above research conclusions can make differentiated electricity prices play a greater role in industrial structure adjustment,ensuring electricity consumption for people’s livelihood and promoting the development of clean energy.
