| As China enters the middle and later stage of urbanization,the focus of urban development has shifted from incremental space development based on new planned land to stock space development based on urban renewal,and the goal of urban renewal has shifted from single material form change to multi-element comprehensive benefits such as social,economic,cultural and ecological benefits.However,as an important decision-making basis for urban renewal projects,the feasibility study still remains in the traditional real estate development projects with financial evaluation as the evaluation method to measure the feasibility of the project,which does not match the multi-objective of urban renewal,and thus cannot truly reflect the feasibility of urban renewal projects.Based on the urban renewal of Shanghai city as an example,through to the city to update the related literature,in-depth study of Shanghai city update relevant policy documents,combined with the expert opinion,using the analytic hierarchy process(AHP)to construct a set to conform to the goal of urban renewal multi-dimensional comprehensive evaluation index system,provide scientific decision-making for the Shanghai urban renewal projects,effective evaluation tool.Firstly,this paper conducts a series of basic researches on urban renewal and feasibility evaluation index system.One is the feasibility evaluation index system for urban renewal and relevant concepts of research,in view of the concept of urban renewal is affected by geographical and stage of development has the characteristics of dynamic evolution,to clarify the scope of this article to avoid ambiguity,to defined the concept of urban renewal,made in Shanghai city for organic update.In addition,on the basis of the basic research on the evaluation objects,the decision-making subjects and stakeholders with important influence on the implementation of urban renewal decision-making are identified,which can be used for the selection of interviewees in follow-up questionnaire survey and project evaluation.On the basis of the basic research of the evaluation indicators,the conventional indicators covered in the general feasibility study are sorted out,and the necessity of constructing the evaluation indicators suitable for urban renewal is further clarified.On the basis of the basic research of evaluation methods,several commonly used comprehensive evaluation methods are analyzed,and the advantages and disadvantages of each method are compared,which provides a reference for the subsequent selection of suitable evaluation methods.Two is the research on the theoretical basis of urban renewal and the construction of feasibility evaluation index system.In the research of urban renewal related theories,the mainstream theories of urban governance theory,stakeholder theory and sustainable development theory that have influence on the feasibility evaluation of urban renewal projects are sorted out.The guiding significance of each theory to the construction of urban renewal project feasibility evaluation index system is summarized.In the theoretical research on the construction of feasibility evaluation index system,the paper sorts out the construction principles of evaluation index system,expounds the theoretical principles and application methods of literature research method,expert interview method and analytic hierarchy process,and selects evaluation indexes of urban renewal.Second,For building urban renewal project feasibility evaluation index system of Shanghai,the Shanghai regional characteristics,the overall urban planning,urban renewal policies for targeted research,from the characteristics of composite refining of Shanghai urban renewal,a clear focus and update the current development goals,on this basis,combining with literature study,expert interview method to select the evaluation index,Construct the feasibility evaluation index system of Shanghai urban renewal project.After reliability and validity analysis,the indexes passed the reliability and validity test.Finally,ahp was applied to determine the weight of each index.Thus,the feasibility evaluation index system of Shanghai urban renewal project has been formed,which includes policy coordination,economic benefit,social support,ecological environment and history and culture.Finally,this paper takes the "20,000 households" urban renewal project of 228 Neighborhood in Yangpu District,Shanghai as a case.After describing the project overview and planning scheme,it adopts fuzzy comprehensive evaluation method to score and evaluate the case by 10 stakeholders involved in 228 Neighborhood urban renewal project,and finally draws a feasible conclusion of the project.The significance of this paper lies in the following aspects: First,it fills the blank of evaluation index system for feasibility study of urban renewal project in real cases.The multi-dimensional evaluation index system replaces the one-dimensional financial calculation and evaluation to match the multi-objective of urban renewal,so that the feasibility study can truly reflect and accurately evaluate the feasibility of urban renewal projects.Secondly,the quantitative treatment of evaluation indicators.Because the evaluation index system of urban renewal involves a large number of evaluation indexes that cannot be directly quantified,such as social benefits,ecological civilization and historical features protection,it needs to be quantified through certain methods.In this paper,the analytic hierarchy process(AHP),a multi-objective decision analysis method combining quantitative and qualitative analysis,is used to process the evaluation indexes quantitatively.Thirdly,the feasibility evaluation index system of urban renewal project is designed for Shanghai.Urban renewal are greatly influenced by regional,to improve the accuracy and validity of the evaluation index system,this paper focused on the city of Shanghai to update features,design for Shanghai urban renewal project feasibility evaluation index system,strive for regional assessment management system of Shanghai urban renewal provides a set of objective and accurate evaluation system as a technical support to the theory. |
