Research On Green Transportation Evaluation Index And Method

The research on the green transportation system could be attributed into two aspects; one focuses on conception and theory; the other is realization approaches. Green transportation evaluation is the key procedure of transforming conception into application. Therefore, green transportation evaluation is a difficult problem, which needs to be solved urgently.Through a deep exploration into the connotation, nature, features and realization approaches of green transportation, this paper defines the main contents of green transportation and proposes a theoretical basis for the construction of urban green transportation evaluation index system. In addition, this paper develops an urban green transportation evaluation procedure, which directs the follow-up evaluation system construction.Based on the research on the structure of evaluation index system, this paper gives the principle of urban green transportation evaluation index system construction, and addresses that urban green transportation evaluation index system has not only something in common with general evaluation index system but also its own features. On the basis of existing evaluation system, this study adopts an analytic hierarchy process to build a green urban evaluation index system from four scopes, namely transportation system function, environment friendliness, resource conservation as well as social and economic adaptability. A detailed description of the definitions, values and evaluation criteria of selected indexes is given.What’s more, a systematically analysis of complex-object-oriented multiple index evaluation method is presented, and an improved fuzzy analytic hierarchy process and a weighted average comprehensive evaluation model are applied to urban green transportation evaluation. Relying on the urban green transportation evaluation index system and the comprehensive evaluation model obtained from this study, an evaluation of the green transportation planning scheme for Zhuozhou ecological demonstration base is given. The evaluation results demonstrate that the evaluation system is practical and operates efficiently.
