Because of its natural characteristic of close to water body and urban attributes,the riverside urban communities show the shortcomings of strong disaster exposure,weak antirisk ability,and high requirements for emergency management.At the same time,the risk of flood disasters in riverside urban communities is difficult to predict,with large losses and many secondary disasters,which may cause serious troubles to community managers,or even cause severe casualties and asset losses in the communities.In the past ten years,the concept of "resilience" has become an emerging hotspot in the field of urban systems research: the perspective it adopts that improving multi-dimensional capabilities in the face of disturbance situations is particularly unique.As the "pioneer" of the city’s response to flood disasters,riverside urban communities can improve their community resilience to improve the city’s overall ability to respond to disasters.Therefore,it is of great significance to evaluate the resilience of riverside urban communities to flood disasters and formulate improvement strategies accordingly.Therefore,as an extension of resilience theory from the perspective of riverside urban communities,the main contents of this study are as follows:This study firstly summarizes the concept of riverside urban community and the characteristics of local flood disasters,then came the comparing of the connotations of community resilience from multiple research perspectives.Secondly,the construction of the resilience evaluation system is carried out.The main process is(1)18 resilience indicators under the five dimensions of natural,economic,social,infrastructure and management resilience were determined through field research,literature research and expert interviews;(2)Use analytical network analysis(ANP)and Super Decision software to calculate the indicator weights of 18 indicators;(3)Build a complex network of resilience indicators,then use Ucinet software to analyze the centrality of the indicator nodes;(4)Use ANP-SNA Methods to identify key resilience indicators.Furthermore,applying the flood disaster resilience evaluation system of riverside urban communities to the case study of Ciqikou Street in Chongqing,the resilience results show that the resilience level of the study area is relatively high,and the key resilience indicators are industrial structure,low-tech tertiary industry density,building density,disaster relief,public health management.Finally,based on the results of the key indicators,a resilience improvement strategy is proposed to promote the transformation of community industries,improve flood management capabilities,and implement the principles of flood-oriented urban construction.Through the above work,this study has made some contributions to the expansion of community resilience and urban flood management theory,and some references are provided to community resilience evaluation research and decision-making work of community managers.
