Research On The Dispersion Mechanism And High Quality Governance Of Rural Industrial Land In Suzhou

During the14 th Five-Year Plan(2021-2025)(the Plan)period,fostering high-quality development has become the fundamental of the Plan,however,high-efficient land intensive utilization has become key points of China’s high-quality economic development.Land resources are the "Achilles heel" of restricting urban-rural areas development.The current situation of scattered industrial land has become a negative factor for the sustainable development of Suzhou’s rural economy and society.At the same time,it also constrains the development of the economical and intensive land utilization.To relieve the contradiction of land supply and demand,Suzhou urgently needs to release new space for development through the management of rural industrial land.Thus,by analyzing the current situation of rural industrial land,this paper study the typical characteristics of dispersity,excavate dispersity mechanism,and propose a solution strategy for its governance dilemma.First of all,sort out the relevant literature and materials,and clarify the related concepts of rural industrial land and governance;This paper reviews the research progress of rural industrial land from four aspects: characteristics of rural industrial land,influencing factors of rural industrial layout,formation mechanism and governance strategies.On this basis,a brief comment is made and the core research topic of this paper is put forward.Secondly,retrospecting the development of rural industrial land in Suzhou,taking the rural area of Huangjing Town,Suzhou as an example,using landscape index to quantitatively analyze the spatial distribution of rural industrial land in Suzhou,Through the analysis of landscape fragmentation,landscape aggregation and patch shape index,it was found that the overall spatial pattern of rural industrial land showed the characteristics of layout along the road and discrete distribution.Thirdly,according to the dispersion characteristics of rural industrial land in Suzhou,the influencing factors and formation mechanisms of Suzhou are deeply analyzed.According to the different roles of influencing factors,the influencing factors are divided into internal and external factors.The scattered spatial distribution of rural industrial land is spawned by endogenous factors such as economy,society,and culture,and driven by external factors such as policies,systems,and management.On the basis of reviewing the governance process of rural industrial land in Suzhou,the existing dilemma is analyzed.Finally,guided by high-quality development,from the reconstruction of multiple subject responsibilities,the introduction of public-private cooperation mechanism;Innovating the mode and mechanism of land use and reasonably distributing the interests of multiple parties;Improve relevant policies and systems,build and implement the security system,and put forward governance strategies in three aspects.
