General aviation is a strategic emerging industry clearly identified by the State Council in 2016.As a unique and important part of the civil aviation industry,it plays an important role in social and economic development.However,compared with western developed countries such as the United States and Europe,China still has many deficiencies and problems in general aviation flight approval,which restricts the smooth "flying" of general aviation.After the State Council promoted the reform of "release,management and service" in 2015,the reform of "release,management and service" in the field of general aviation flight approval has become an important research and practice field in the transformation of government functions and the reform of administrative approval mechanism.This is not only the need for the modernization of civil aviation governance system and governance ability,but also an important starting point for further improving the efficiency of civil aviation management by the government,but also an important measure to promote the allocation of civil aviation resources dominated by market-oriented development mode,It is also related to the sustainable construction and development of the responsible government.In recent years,the Civil Aviation Administration has carried out certain reforms in the field of general aviation flight approval under the background of "release,management and service",strengthened the system supply and optimized the guarantee system.Nevertheless,there are still some obvious difficulties in general aviation flight approval.The complex approval process,low approval efficiency and single approval method seriously restrict the approval speed and success rate of general aviation flight approval.As one of the regions with the most developed economy,the most prosperous civil aviation transportation and the most intensive general aviation operations in China,it is of great practical significance to continuously and deeply promote the reform of ""release,management and service”"in the field of general aviation flight approval,and it can also provide successful experience for the reform and improvement of general aviation flight approval in other regions in China.Based on the above background,combined with case studies,literature studies,comparative studies and other methods,this paper comprehensively combs the general aviation flight approval process in East China under the background of the reform of "release,management and service",in order to clarify the main problems and reasons of general aviation flight approval in East China,and find the key paths and improvement measures that can further optimize general aviation flight approval,It is expected to contribute to the in-depth promotion of the reform of "release,management and service" of general aviation flight approval and the improvement of quality and efficiency of general aviation development.This paper mainly carries out the research from the following six parts.Firstly,the introduction briefly introduces the research reasons,significance,contents and methods,and reviews the relevant research literature at home and abroad;The first chapter defines the concepts of general aviation,flight control and flight approval involved in the research,expresses their views on the connotation of relevant concepts,and briefly introduces the new public service theory and government process re-engineering theory,so as to lay a theoretical foundation for follow-up research;The second chapter analyzes and combs the current situation of general aviation flight approval in East China under the background of "release,management and service" reform,and expounds the approval purpose,approval content,participants,approval process and the new requirements under the "release,management and service" reform;The third chapter takes the real cases in the practice of general aviation flight approval as the starting point,analyzes the difficulties existing in the current general aviation flight approval,and analyzes the causes of the problems in detail;The fourth chapter is to draw lessons from the practice of domestic general aviation flight level pilot areas under the background of the reform of "release,management and service",and summarize the experience and Enlightenment;Based on the previous research and analysis,the fifth chapter carries out process re-engineering for the core links of general aviation flight approval,and puts forward four optimization suggestions for general aviation flight approval:improving the top-level design of approval reform,comprehensively promoting the decentralization of filing and supervision during and after the event,enabling science and technology to improve the service level of general aviation approval,establishing a systematic guarantee mechanism for flight approval,and deepening the reform of " Stream Administration and Delegate Power,Improve Regulation,and Upgrade Services".
