Recent decades,Chinese cities are developing rapidly,major cities in our country are eager to developthe urban rail transit system,especially the subway,they are setting off the “subway-hot”.in somecisties,such as Beijing,Shanghai,they have entered the stage of subway network operations.subway isincreasingly becoming the first choice of urban residents’ preferred way to travel.It not only effectivelyalleviate the phenomenon of urban traffic jam,it also contributes to thr city’s economy,make it developsustainablely,rapidly and healthily. But,the subway provides a lot of convenience for people,it brings agreat of potential safety harzard at the same time.After the accident,it not only caused a negative impact onsociety,but slao made enormous loss of economy.The subway safety management includs subway engineering construction safety management and thesubway operation safety management,the paper mainly discusses the subway operation safety management.Subway operation system is a set of electric power, telecommunications, signal, power machinery,intelligent control and other subsystems in a body’s complex systems, its safety management and accidentemergency rescue management are difficult, so,it needs to build subway operation safety managementmodel and emergency management mechanism.It is necessary to prevent the happening of the accident inadvance,if the accident is nevitable,it need to take rapid and efficient way to do emergency resucue.The theory of safety management is used in this paper and from the accidents of subway operation,thework being doing is as follows:(1)It detailly describes some theories related to safety management,namely the theory of hazardidentification and accident causation theory, and sumerrizes the relationship among the hazardtheory,accident causation theory and safety accidents.(2)It collected hundreds of subway operation safety accidents both at home and abroad.Analysisshows that subway operation accidents are mainly concentrated in fire, terrorist attacks explosion, artificialgas release, train collision, train derailment, power cut, passengers crashed, crowded stampede, naturaldisasters and equipment failure.On the basis of the theory of hazard identification and evaluation,theevaluation matrix is established and obtains the main risk factors and risk level in subway operation system.By using the Fault Tree Analysis(FTA) method, analysis concludes the main factors influencing the subwayoperation safety, and elaborates in detail from man, machine,environment tand management.(3)It establishes the subway operation safety management model based on PDCA theory,besides it,it establishes the subway operation emergency management system from four mechanisms,namelyemergency prevention and preparedness, accident monitoring and early warning, emergency linkage andthe restoration and reconstruction of rescue after accident.At last,the paper puts forward some suggestionsaimed at the safety management model and emergency management.This paper relies on Jiangsu Transportation Research Institute co., LTD.“urban rail transit operationsafety regulation and emergency management mechanism study of scientific researc h project”,due to timeconstraints,the paper only selects some of the research content as the research object.
