Research On Third-party Supervision And Control Of Water Conservancy Projects Based On Maturity Mode

Hydraulic engineering third party supervision is a typical representative of engineering supervision activities.Because of the highly professional and complex nature of such projects,it has unique work content.In this paper,the theoretical knowledge of project management is applied to the work practice of the third party supervision in hydraulic engineering,and the feasibility and necessity of the study are discussed,which confirmed that the third party supervision and project management theory were fitted very well.Through the analysis of the management model of the third party supervision in the hydraulic engineering and the application to the actual project,the conclusion was drawn that the application of the knowledge of the project management theory can promote the rationality of the management and control of the third party supervision in the hydraulic engineering.After the continuous development of project management maturity model,its application scope and role have also been improved,and in the fierce market competition environment,project management maturity model is also an important tool.The purpose of this study is on the basis of comprehensive analysis,which was based on the project management maturity of domestic and overseas research,combining with the supervision party project management situation in our country,constructing suitable current situation of the development of project management maturity model in our country,to help enterprises improve the level of project management in China,and promotes our country engineering construction project management level improved as a whole.Firstly,this paper analyzed the development status of third-party supervision of water conservancy projects,and analyzed the shortcomings of third-party supervision of water conservancy projects.We demonstrated that the shortcomings impact on human society and life.Secondly,CMM,K-PM3 and OPM3 models are analyzed according to the components of maturity model such as function,structure and evaluation system,and the maturity model of third-party supervision project management and control of hydraulic engineering is built on this basis.Thirdly,the evaluation index system is constructed based on the project management situation,project management characteristics and project management theory of the supervisor in China.Finally,combined with the case study of the project "Tianjin Baodi District Xilaokou Pump Station renovation project" empirical case analysis,we concluded the evaluation of the project maturity,and put forward the future needs to improve and optimize the part.
