It is one of the most efficient and environmentally friendly ways to convert fossil energy such as coal into electricity.The implementation of electric energy substitution is an important path to achieve the "double carbon" goal.In recent years,the central and local governments have issued a series of policies for the development of electricity substitution.In order to deeply study China’s current power substitution policy system,this paper takes the existing central and local policies as research samples,makes data statistics and theoretical analysis,and summarizes China’s power substitution policy system composed of guiding policy,incentive policy and mandatory policy.Further,on the basis of summary,this paper analyzes the above policy system combined with the policy practice effect.It is found that due to the lack of development experience in relevant fields,the lack of scientific understanding and attention to policies,the lack of evaluation and adjustment of policy implementation effects,and the constraints of traditional values,the existing policy system has some problems,such as imperfect macro guidance policies,insufficient content and form of incentive policies,and weak enforcement of mandatory policies.In view of the existing problems,combined with the experience of policy development and selection in the process of electrification development in developed countries,this paper puts forward targeted thinking and Countermeasures to improve China’s power substitution policy system from four aspects: improving guiding policies periodically based on policies,enriching incentive policies based on market potential,strengthening the implementation of mandatory policies based on policy effects,and deepening the publicity of power substitution policies based on social consensus.
