The Policy Analysis For Electric Power Substitution In China’s Energy Transition

Facing the practical difficulties and challenges such as the increasingly scarcity of resource and the arduous task of controlling carbon emissions,China is willing to accelerate energy transition and energy development.There will be a new stage over the next decade or so that China’s energy can change from total expansion into improving quality and efficiency.According to the requirements of "Beautiful China",which made by the Xi Jinping who is the general secretary of the Communist Party of China Central Committee,State Grid Corporation of China(SGCC)has made overall arrangements to facilitating energy transformation.Electric power substitution will be an inevitable choice in the new stage.Therefore,it is imperative that the process of electric power substitution have the innovation of theory and the guidance of practice.Firstly,it combs China’s electric power substitution policies from 2008 to 2018,analyzes the main problems about the process of electric power substitution in China,and summarizes three major factors,including technical factor,policy incentive factor and economic factor.Furthermore,LEAP(Long-range Energy Alternatives Planning System)software is used to establish a LEAP-Electric scenario simulation model.By constructing business-as-usual scenario and 3 policy scenarios to simulate China’s power substitution policy,we found the overall electric power substitution effect ranking is:directive policy scenario(DP),incentive policy scenario(IP),market regulation policy scenario(MRP),business-as-usual scenario(BAU).Lastly,the corresponding policy suggestion is presented.
