| In recent years,stock optimization based on urban communities has gradually become the new normal of urban renewal and construction in our country.At the same time,public participation has also entered a stage of refined development.Under the circumstances,public participation is no longer a procedural process,but an important driving force for improving the living environment of urban communities,and deepening the existing public participation mechanism is an inevitable development.Based on the epoch and particularity of the development process of urban communities in our country,there are large differences between different types of urban communities,which makes it difficult for the existing universal public participation mechanism to be effectively applied to each type of community,thus affecting the high-quality optimization of urban communities.Therefore,exploring a more targeted and accurate community public participation mechanism has become the direction of further deepening public participation research.As one of the most special communities in the category of urban communities in our country,the danwei community has a high research value for deepening public participation at the community level.The danwei community is the result of the shaping of urban space by the unified social management under the economic system.Its space is introverted and closed,and it became the basic management unit of the city at that time.Under the long-term influence of the unit system and the spatial pattern of the community,the residents of the danwei community have quite different ideology and behavioral logic from those of ordinary urban residents,and their awareness of public participation is even weaker.Therefore,this paper will focus on the danwei community,and use the perspective of actor network theory to study the public participation model of typical practice cases in this specific field,and propose targeted optimization strategies for the problems exposed in the operation process,in order to make a modest contribution to improving the effectiveness of public participation mechanisms at the community level.The first part is based on the characteristics of the danwei community and its residents,constructing an actor network research framework suitable for analyzing the issue of public participation in the danwei community.Firstly,according to the four dimensions of personal characteristics,attitude,subjective norm and perceived behavior control,a questionnaire was designed to conduct field research to explore the influencing factors of the participation behavior of the residents of the danwei community.Then,according to the quantitative results of the questionnaire data,it was verified that the residents’ participation behavior was positively correlated with unit awareness and community assets,and it was further deduced that the public participation of the danwei community had two characteristics of "quasi-rural" and "internal and external differences".Finally,based on this inference,the research paradigm of actor network theory is improved,so that the new research framework is more suitable for the context of public participation in the danwei community,approaching that the original large network is divided into two subsets of actors inside and outside the community,and the actors who connect and coordinate the two networks are defined as intermediary actors,which is more convenient to analyze the relationship connection and interaction mechanism between heterogeneous actors.The second part is the core content of the research approach that case studies using the new actor network theoretical research framework.First of all,with the help of the tracking process derivation thinking of the actor network theory,it restores and analyzes the process of how the heterogeneous actors reach a cooperative game consensus in the self-governing transformation of Caojiaxiang.Secondly,through process analysis,it is found that the reason why the self-governing transformation of Caojiaxiang can be widely recognized stems from its reflection on the traditional community public participation model.Based on the characteristics of the danwei community,it optimizes the top-down “government-led” model.It is a multi-subject collaboration model of "co-led by the government and residents" combining top and bottom.Finally,evaluate the participation network of the self-governing transformation of Caojiaxiang.The first is to discover that city planners have insufficient cohesion with the network,neither the unary decision-making power to differentiate core government actors,nor the lack of attention and endorsement of non-human actors such as history and humanities.The second is to discover that the position and power of government actors are too centralized.Third,it is found that there are too many intermediate links between resident actors and actors in the external network,and there is a lack of effective feedback channels,which greatly affects the immediacy and effectiveness of interaction.The third part is based on the actor network theory,and proposes a targeted optimization strategy for the public participation of the danwei community.According to the previous quantitative and qualitative research results,and combined with the development status and future orientation of danwei community and public participation,optimize the existing network of actors involved in public participation.The first is to optimize the whole network.One is to define community planners as core actors according to their characteristics.One is to follow the experience of advanced cities to establish community renewal promotion centers as intermediary actors.One is to build a flat and connected network structure.Secondly,according to the characteristics of network operation,define or adjust the responsibilities of community planners and community renewal promotion centers,so as to cultivate the internal driving force of public participation in the danwei community.Finally,add evaluation mechanisms and instant feedback channels on the effect of public participation and carry out timely inspection,so that it can continuously update and optimize itself in dynamic operation. |
