Study On Anti-Terrorism Cooperative Countermeasures Of Chengdu Shuangliu International Airport

In the severe form of international and domestic counter-terrorism,airports have been listed as high-risk targets of terrorist attacks.How to prevent violent terrorist attacks at large international airports deserves attention.Under the guidance of China’s overall national security concept,it is necessary to carry out targeted anti-terrorism work in combination with the actual situation of local airports and the relevant provisions of the Anti-Terrorism Law of the people’s Republic of China.At the same time,under the situation of anti-terrorism and anti-terrorism in China,the government has always been in a leading position in anti-terrorism work,and gradually builds a national anti-terrorism pattern dominated by the government and participated by enterprises,society and individuals from the perspective of the overall national security concept.In the process of preventing terrorism at the airport,how to make better use of various measures of civil air defense,material defense and technical defense,effectively cooperate with all forces to carry out comprehensive measures in the crisis management links before,during and after the event,and build an anti-terrorism coordination index system and anti-terrorism coordination network in line with the actual situation of the local airport need to be deeply studied in combination with theory and practice.This paper puts the problem of airport anti-terrorism coordination under the framework of crisis management theory,combined with coordination theory,crisis management theory and overall government theory,and tries to conduct field investigation and Analysis on the subject coordination in airport anti-terrorism coordination by using the crisis management links before,during and after the event,It is found that the main anti-terrorism coordination bodies in Chengdu Shuangliu International Airport are mainly airport public security,armed police forces,airport companies,resident units and private enterprises.The anti-terrorism coordination discussion and coordination body has been established.The coordination work among anti-terrorism bodies mainly focuses on anti-terrorism drills,publicity and education and equipment coordination.It is found that,Chengdu Shuangliu International Airport’s anti-terrorism coordination mainly has some problems,such as insufficient integration of coordination functions,lack of systematicness of anti-terrorism drills,weaknesses of intelligence coordination,etc.,which are due to the mismatch of coordination parameters,insufficient exhaustion of control parameters,unclear provisions on anti-terrorism coordination,lack of crisis awareness,failure to establish a public opinion coordination mechanism,obstruction of information sharing channel,non-uniform reporting and centralized management,etc.,In view of the problems and reasons of anti-terrorism coordination in Chengdu Shuangliu International Airport,this paper believes that we should strengthen the integration of levels,functions and departments,improve the coordination basis and standards,plan the main coordination organization,establish a coordination culture,strengthen the construction of anti-terrorism coordination team,refine the research on anti-terrorism coordination types,and do a good job in information construction.
