Research On Anti-terrorism Prevention And Control Of China's Railway Transportation System In The New Era

According to the statistics of Terrorism cases from the Global Terrorism Database GTD(the Global Terrorism Database),the current Global terrorist activities are in a high incidence.From 1970 to 2016,there were 86 terrorist incidents targeting transportation in China.In 2014,31 people were killed and 141 injured in the March 01 terrorist attack at the kunming railway station.Thus,the special status and role of the railway system has always been an important target for terrorists to launch terrorist attacks,spread terrorist ideas and seek political demands.Therefore,it is necessary to focus on the anti-terrorism prevention of railway transportation system,so as to improve the ability of railway transportation system to prevent and respond to terrorist incidents.n southern shandong high-speed rail,for example,the writer focuses on railway transportation system to guard against the most common of the priority railway station on terrorism(mainly for passenger transport station),lines,train(mainly for passenger trains)three aspects to do analysis and research,using literature study,investigation study,empirical analysis and other research methods,on the southern shandong Gao Tietie counter-terrorism prevention of transportation system has carried on the systematic study and summary of southern shandong high-speed counter-terrorism against good practice experience,in-depth to our railway transportation system counter-terrorism prevention regularity,systematic and universality of the problem and cause the cause of the problem,In order to provide effective reference for the establishment and improvement of anti-terrorism prevention mode of railway transportation system,it is necessary to explore effective means to improve anti-terrorism prevention capability of railway transportation system in China.To ensure that this paper has good theoretical significance and practical significance,the author to terrorism theory,contingency theory,the railway transport safety management theory and the national anti-terrorism laws,regulations,specifications,etc,on the basis of further summarize and improve the system of railway transportation counter-terrorism against good practice experience,to provide reference for safety management of railway industry,improve the railway public safety management level,for the people to build a safe,comfortable and convenient environment of railway transportation,railway better meet new age people's yearning for a better life.Based on an in-depth analysis of anti-terrorism prevention in the railway transportation system,this article proposes corresponding countermeasures to strengthen the preventionmeasures.First of all,from the perspective of publicity and education,create a good atmosphere for counter-terrorism among the people;second,from the perspective of overall prevention and control,promote the construction of railway anti-terrorism prevention and control systems;Thirdly,from the perspective of cooperation and cooperation,develop the working mechanism of road-ground public security planes associated with logistics and service;lastly,from the perspective of practical training,improve the field command and emergency response capabilities of public security organs.
