With the remarkable achievements in the prevention and control of COVID-19,the domestic economy has shown a gradual recovery.However,under the impact of the epidemic,the social operation mechanism,production and life style have also undergone great changes,and even affected the world economic pattern and global order.External environment at present,China’s economy is still grim,global inflation is obvious,the widening fiscal deficit policy,China’s trade in the game stage,the changing from the world one hundred ushered in the critical moment,the big change of the global industry and the integration of information technology development,make our country economic development must be by the outside inside,Adopt a new development pattern of "double circulation".The development of the enterprise is deeply affected by the external environment.In order to better cope with the drastic changes in the external environment,NS Group is faced with the transformation from a manufacturing enterprise specializing in the production and sales of mechanical water meters to a full-service enterprise providing comprehensive solutions of smart water meters,smart water and smart water network under the new development pattern.The key problem to be solved urgently is to formulate the technological innovation strategy which conforms to the development of enterprises.In this paper,the relevant theories and strategic analysis methods of technology innovation strategy are firstly reviewed,and then the external environment and industrial competition situation of the water meter industry in which NS Group is located are analyzed by PEST analysis method and five-force competition model,and the external opportunities and threats faced by the enterprise in technological innovation are summarized.Next,the internal resources and innovation ability of the enterprise are comprehensively analyzed,and the internal advantages and disadvantages of the enterprise’s technological innovation are summarized.After making clear the implementation target of the enterprise technology innovation strategy,the AHP method is used to calculate the strategic intensity coefficient and strategic azimuth Angle of each index of the enterprise,so as to choose the strategic mode of leading technology innovation strategy as the main and integrated technology innovation strategy as the auxiliary according to the results of quantitative analysis.And put forward the implementation of the strategy of technological innovation countermeasures,finally from the organizational structure,management system,human resources,R&D investment,corporate culture and other aspects of the implementation of the safeguard measures.After the investigation and study analysis,chose to give priority to with leading technology innovation strategy,integrated technology innovation strategy is complementary strategic mode as NS group strategy of technological innovation mode,the NS group,and the future development of water meter industry is of great significance,but also for the same type used as reference for enterprises to choose the technological innovation strategy.
