With the advancement of China’s urbanization process,a large number of high-rise residential buildings have appeared,forcing the change of water supply mode: the original municipal water supply pressure can only guarantee the water supply pressure of the first to third floors,and the secondary water supply method needs to be used to ensure the water supply of the high-rise floors,which leads to a series of new problems: due to the rising water pressure,aging equipment and pipe networks are prone to burst,pipe leakage,insufficient water pressure,and high water pollution risk.The solution to these problems requires the application of new technologies and new management modes.Compared to technology,the secondary water supply renovation project management mode is often neglected.The secondary water supply renovation is difficult and requires collective decision making by residents,and there are problems of inconsistent statements of interest,difficulty in raising funds and lack of professional integration.At this stage secondary water supply renovation is mainly led by the government and financially funded for old communities in China,and it is included in basic people’s livelihood projects,which are quasi-public goods.The whole life-cycle integration process of secondary water supply renovation from planning,investment,construction,operation to maintenance involves multiple stakeholders,all stakeholders interact with each other,their contribution directly influence result,however all parties tend to overlook the overall comprehensive benefits in the pursuit of their own performance goals and interests.This study focuses on the above two problems: breaking away from the conventional performance audit evaluation of financial funds and the performance evaluation from the perspective of a single stakeholder,and constructing a performance evaluation of the whole process of secondary water supply renovation that takes into account all stakeholders for the purpose of the final overall benefits.Firstly,the study analyzed the problems,project characteristics and performance evaluation features of secondary water supply renovation;then,based on stakeholder,whole life cycle and sustainable development theories,the core stakeholders of secondary water supply renovation projects and their objectives were identified and the life cycle of secondary water supply renovation projects was divided into three stages;next,the performance indicators of water supply projects were combined with stakeholders through literature research.The initial evaluation indicators were obtained through interviews with five dimensions of the performance prism,and further validated and optimized through a large-scale stakeholder expert research questionnaire to determine the final evaluation indicator system;finally,by using continuous weighted average operator(COWA)for weighting and grey whitening clustering weighting(GREY)to determine the performance level,a performance evaluation model is constituted for secondary water supply renovation.A case in point is G city’s secondary water supply renovation project,it is cited to verify the feasibility of the evaluation system and model.The main results of this paper are listed as follows:(1)Based on the indicators from literature,the evaluation index system was constructed by introducing the stakeholder-oriented performance prism model and expert interviews on the characteristics of each stage of the secondary water supply life cycle.The indicator system is further verify by on an extensive expert questionnaire survey,a reliability and validity test,and a comprehensive descriptive and correlation analysis,which finally integrates a three-tier evaluation indicator system with the objective of “secondary water supply renovation performance evaluation” and six criteria-level indicators including “comprehensive target achievement,stakeholder contribution,degree of completion in the early stage,degree of process management,degree of comprehensive benefits after renovation and degree of operation and maintenance management”,covering the core demands of stakeholders and their contributions and impacts throughout the process.(2)As secondary water supply renovation is in a grey system,facing the restrictive situation of small number and poor samples,a G-COWA-based performance evaluation model for secondary water supply renovation is constructed.The application of COWA to determine the weights can avoid the influence of subjective extremes and make the weight setting more scientific and reasonable;the application of grey whitening clustering weighting for performance level evaluation can use known and fuzzy information for the evaluation of systematic and refined indicators.(3)This paper cites the 2019 secondary water supply renovation project in the large southern city of G as a case study for evaluation.The overall comprehensive evaluation result is good,with the average level of stakeholder contribution in the criterion level and the rest of the criterion level indicators reflecting in the good level,which is in line with the actual situation.The model reflects the overall performance level and the performance of each phase of the project,and provides feedback on the existence of problems,which can be targeted to propose improvement strategies.In addition,the weighting of the indicators provides further insight into the focus of the project and allows for greater investment in improvement.To sum up,this study expands a new way of the whole life cycle performance evaluation of quasi-public products for the whole process of secondary water supply renovation,and integrates the objectives of various stakeholders to improve the comprehensive target performance management of secondary water supply renovation,which has theoretical and practical application value.
