The earthquake disaster is one of the greatest natural disasters, often caused huge economic losses and casualties due to the sudden and the destructive force of earthquake. China is one of the world’s most serious earthquake disaster countries, buildings are often threatened by the earthquake. With the development of the socio-economic and the advancement of technology, the continuous improvement of people’s awareness of protecting against and mitigating earthquake disasters, the topic focusing on improving the seismic performance of buildings are more and more concerned by all sectors of society. In recent decades, the base isolation technology is a new means of effective earthquake disaster reduction, the promotion and development of technology is related to the security of the building directly, thereby affecting people’s property and life safety. However, the errors of people’s understanding of isolated buildings in economic, will restrict the promotion and application. Based on this, study of the economic evaluation of the isolation building in this paper, the paper will combine the isolation architectural theory with project evaluation theory and grey theory, Papers on isolation building of economic evaluation has carried on the comprehensive and systematic study based on whole life cycle.The paper first describes the principles and characteristics of the isolated building, analysis of the composition of the isolated building with total life cycle costs. Economic evaluation of isolated buildings in accordance with the process of monitoring, the idea of a phased evaluation, combined with the project life cycle theory, the evaluation phase is divided into four stages, namely the decision-making phase, design phase, construction phase and the operation and maintenance phase. Analysis of isolated building with life-cycle stages affect the isolated building cost factors as well as compared to the non-isolated building with the increase or decrease of the cost. Provide a theoretical basis for the isolated building with economic evaluation.Then, based on construction project life cycle cost theory and construction project economic evaluation theory, carried on the systematic study of the costs and benefits of the isolated building, in order to build the isolated building with economic evaluation framework and evaluation index system, the framework of the indicators with three levels, constituted by four secondary evaluation indicators and19three evaluation indicators.Finally, the analysis of project economic evaluation methods and theories based on research, combined with the characteristics of the isolated building with life-cycle economic evaluation, isolated building with the established economic evaluation system established in this paper based on gray system gray comprehensive evaluation of the theoretical model. The model is not only able to get a qualitative evaluation conclusion and quantitative results of the evaluation, but also to the evaluation results of multiple solutions for optimal sorting, providing more intuitive for project decision-making, accurate data support, and effective evaluation methods and theoretical basis for isolation building economy evaluation and decision-making.
