| In recent years,in order to deepen supply-side structural reforms and promote the high-quality development of transportation,expressway differentiated toll mode has become an important mean to promote cost reduction and efficiency enhancement.As the country proposes to comprehensively promote the differentiated toll model of expressways,how to flexibly formulate the corresponding differentiated toll rates according to the actual traffic conditions of expressways,improve the economic and social benefits of expressways will be an important research area in the future.In order to further explore the differentiated toll mode of expressways and increase the flexibility of tariff standards,this paper takes the Wuhan-Yichang Expressway in Hubei Province as the research object,according to the traffic flow characteristics of different sections of the Wuhan-Yichang Expressway,based on the current differences in different types of vehicles in Hubei Province.It proposes a differentiated toll scheme that combines road-by-section and car-by-vehicle,and has formulated corresponding tariff standards.This paper first analyzes and processes the monthly traffic volume data of expressway toll stations in Hubei Province in 2018.In the time dimension,the impact of peaks is excluded,and the months when the traffic volume is close to the annual average traffic volume are selected for research.In the spatial dimension,the traffic volume data of the selected month is filtered and processed based on the principle of the shortest path,three levels of toll stations and intercommunication hub nodes along the Wuhan-Yichang Expressway,each county,and each city are obtained respectively.Traffic data of the road section at the level.By analyzing the traffic flow characteristics of each road section at the toll station level,county level,and city level,the road sections with similar traffic flow characteristics in the three levels are merged,7 toll stations including Wuhan West Toll Station and Xiantao Toll Station are selected as road nodes,divide the Wuhan-Yichang Expressway into 6 sections,combine the current toll scheme,and propose a differentiated toll scheme that combines sections and vehicle types.Considering the game relationship between expressway operators and road users,the Bi-level programming theory is used to construct a toll rate optimization model.The upper layer aims at maximizing the operating profit of expressway operators,the lower layer aims at minimizing road traffic impedance.The simulated annealing algorithm is used to solve the optimal toll rate of each model.According to the traffic conditions of each road section,combined with the Logit model,the charging rate of each model in different road section is adjusted,finally obtain the rate standard of the differentiated charging scheme of each section and model.By comparing the road-by-segment and vehicle-to-vehicle charging rates with the current and optimal rates,the advantages and disadvantages of the road-by-segment and vehicle-to-vehicle charging scheme are analyzed,it is found that the scheme can not only ensure that road operators obtain a certain amount of revenue,but also reduce the travel costs of road users,and can improve the traffic conditions of each road section in a targeted manner.This paper innovatively proposes a differentiated toll scheme that combines road segments and vehicle types,comprehensively considers three aspects of road operation benefits,travel costs,and road section traffic conditions,formulates toll rates for different road sections and different models for comprehensive promotion.The formulation of differentiated expressway tolls and related decision-making provide theoretical and methodological reference. |
