| For a long time,the elderly and the disabled,as relatively vulnerable groups,are often neglected in rural planning and construction.Fortunately,as the introduction of the "14th Five-year Plan" of barrier-free Environment construction at the national level,the community has paid great attention to the barrier-free construction in rural areas.The construction of barrier-free environment in rural areas guarantees the life and travel of the elderly,the disabled,children,pregnant women and other groups,and ensures that they equally enjoy the achievements of rural construction.Starting from the construction of barrier-free environment in rural areas,through referring to relevant literature and field research,combining qualitative evaluation in POE theory with quantitative analysis methods such as analytic hierarchy process and satisfaction evaluation method,the post-use evaluation research of barrier-free environment construction in rural areas is carried out.This paper analyzes the existing problems and causes of barrier-free environment construction in rural areas,as well as the needs and participation of villagers.The comprehensive evaluation shows that there are still many deficiencies in the construction of barrier-free environment in rural areas,Mainly reflected in: single service object;Small investment;Integrity is not strong;Construction projects have limitations.Through exploring the components and contents of rural barrier-free environment construction,it is concluded that the key to solve the existing problems is to set up a systematic and humanized barrier-free environment construction system based on the characteristics of rural construction and the needs of the elderly and the disabled.On this basis,The planning strategy of barrier-free environment construction in rural areas is put forward from five aspects of "economy,life,universality,all-round and guarantee".First of all,based on the fact that the service object of rural barrier-free facilities is single,the "universal" strategy is put forward to solve the problem of the mode of rural barrier-free environment construction and realize the comprehensive utilization of rural barrier-free construction.Secondly,from the scattered rural space environment and less investment in barrier-free environment construction,the "economic" strategy of barrier-free environment in rural areas is proposed to solve the layout problem of barrier-free environment in rural areas.Based on the distribution characteristics of the activity space of the elderly and the disabled in rural areas,barrier-free facilities are built nearby.Then,according to the living habits of the elderly and the disabled in rural areas,the "life-oriented" strategy is proposed to solve the design strategy of barrier-free facilities in rural areas.Based on the characteristics of flexible travel time and activity places of the elderly and the disabled,barrier-free facilities are built in each space.Finally,in view of the problem that the barrier-free facilities built in rural areas do not conform to the standard,the "all-round" and "guarantee" strategy is put forward to increase the barrier-free service projects in rural communities and improve the barrier-free facilities renovation work of villagers’ houses.The implementation guarantee system of barrier-free construction is formulated from three aspects of policy guidance,implementation management and joint mechanism to ensure the efficient implementation of barrier-free construction.In addition,shiqiao Village is selected as the practice object,and the concrete implementation of barrier-free construction is carried out in combination with the planning strategy,providing feasible strategies and methods for the design of barrier-free environment in rural areas. |
