Study On Evaluation And Optimization Of Power Business Environment In BJ Area

Since the world bank carried out the evaluation on the business environment,the business environment has been regarded as an important factor to enhance the vitality of economic development,and has been paid more and more attention by countries all over the world.With the in-depth promotion of the national reform of "deregulation and service" and the promulgation of a series of policies such as the regulations on optimizing the business environment in 2019,all regions have put forward higher requirements for the business environment of electric power.The world bank’s "access to electricity" index focuses on the evaluation of the country’s first tier commercial cities.The scope of attention is limited,and it is unable to comprehensively assess the real level of the business environment of non first tier cities.Therefore,in combination with regional characteristics,further research on the regional power business environment evaluation system and optimization countermeasures is of great significance to promote the improvement of the domestic power business environment.Taking the power business environment in BJ area as the research object,this paper analyzes the current situation,existing problems and causes of the power business environment in BJ area on the basis of summarizing the research status of the business environment the influencing factors of the power business environment and the evaluation of the business environment at home and abroad,drawing lessons from the "access to power"index of the world bank and combining with the actual power business environment in BJ area;The construction principles of the evaluation index system for the power business environment in BJ region are clarified,and the evaluation index system including four secondary indicators of regional policy,innovation and transformation,power service and quality supervision and 18 tertiary indicators is constructed;Using the combination of analytic hierarchy process.questionnaire survey and expert scoring method,the index weight is determined to evaluate the power business environment in BJ area.The research results show that the power business environment in BJ region will be at a good level in 2020(79.83 points).The weight of each secondary index from large to small is power service level,regional policy,quality supervision and innovation transformation.The score of regional policy is the highest and the score of power service level is the lowest;This paper puts forward optimization countermeasures and suggestions from four aspects:creating an efficient and open regional environment,jointly building innovative and intelligent electricity environment,creating a convenient and satisfactory service environment,and consolidating a strictly law-abiding quality environment,which is of great significance to improve the power business environment in BJ area and accelerate economic and social development.
