The report at the 20 th National Congress of the CPC said that China will continue to promote the carbon peak and carbon neutral strategy,and strive to achieve the "double carbon" goal,which will be a far-reaching social and environmental systematic change.Accelerate the construction of a new energy system,optimize the energy production,supply,storage and marketing system,and achieve clean,low-carbon and efficient use of energy.Since the "double carbon" goal was put forward,the construction of photovoltaic projects as a representative of the new energy industry has pressed the fast forward key.With the rapid development of photovoltaic power generation industry,the problem of project risk management has become increasingly prominent.Photovoltaic projects are capital intensive and require a large amount of investment in the short term after project initiation,which has led to more diverse construction and contracting models,such as the gradually emerging EPC+F contracting model.In this mode,contractors not only undertake general contracting related work,but also directly or indirectly participate in the fundraising of project construction investment funds,transfer them to the owner or participate in the sale and realization after the project construction is completed,in order to achieve the interests of all parties involved in the project.This contracting model has greatly expanded the scope of contractor business,but it has also brought more risks.The risk management problem of general contractors for large-scale photovoltaic projects under the EPCF model has gradually become an urgent problem to be solved.Based on this,this paper comprehensively uses risk management related theories and tools,takes Xinhao 150 MW photovoltaic project under EPCF mode as the research object,and analyzes the current situation of project risk management from the perspective of the general contractor.Identify the main risk factors using methods such as brainstorming,checklist analysis,and expert investigation,construct a risk management indicator system,implement quantitative evaluation and analysis,identify key risks,and propose specific and targeted response measures for the identified key risks.In order to improve the general contractor’s project risk management ability,ensure the expected benefits of the project,and at the same time,promote mature risk research methods to new energy photovoltaic projects of similar models.
