| As a key part of water resources management and protection,it is very important for river regulation and protection in the new era.The Fuhe river is formed by the confluence of three plain rivers--Baicaogou river,Houhe River and Yimuquan River.Outside the urban area,Huanghuagou River,Huandi River and Jinxian River join in the vicinity of Pingling Village one after another,and then flow eastward through Xiongan and enter Baiyangdian Lake.Fuhe,as an important backbone drainage channel in Baoding,carries and drains most of the waterlogged water in the city.It is of great practical significance to improve the flow capacity for drainage and development of Baoding.Under the new era,It is an urgent problem to choose a scheme that can guarantee the safety of the upstream and downstream of the river,promote the harmony of man-water relationship and meet the requirements of urban development..About Fuhe river regulation scheme optimization problem,through reading a large number of documents and materials of inductive,combining with the characteristics of regulation project,raise the proposals Fuhe regulation indicators to determine the five principles of,and factor of influence of all kinds of schemes for parsing and classification,preliminarily determines the Fuhe multi-level index of river regulation scheme.Based on this,the indexes were adjusted by questionnaire survey,and an index system of Fuhe regulation scheme was established,which included 5 first-level indexes including economy,society,ecology,technology and management,and 12 second-level indexes.Around Fuhe river present situation and four alternative governance plan,a multi-level fuzzy optimization model for the treatment scheme is constructed.Based on the comprehensive analysis,it is concluded that the best scheme is to build flood retarded park and use the old road of Fuhe river to divert flood. |
