Research On The Problems And Countermeasures Of Government Regulation In Sichuan Electric Power Industry

Electric power industry is the basic industry directly related to the national economy and people’s livelihood,with strong natural monopoly,so it has been under the supervision of governments at all levels.Since the Eighteenth National Congress of the Party,with the deepening of the reform of the state "put under control" and the transformation of government functions,the regulatory system of various industries has undergone tremendous changes,from the past "plan control" to today’s "public services",from "re-examination and approval,less supervision" to "strengthening the whole process of supervision in the past and after".This also leads to the change of the means,functions and modes of supervision of the power industry.In particular,the Party and the government need to further promote the reform of the electric power system,speed up the optimization of the energy structure,and gradually build a clean,low-carbon energy system.Sichuan is the largest clean energy production base in China.Under the background of the current electricity market reform,how the provincial governments improve the efficiency of government supervision in the power industry and promote its transformation from high-speed development to high-quality development is a prominent problem.This research mainly uses in-depth interviews to conduct qualitative research,taking the supervisors and regulated subjects of the power industry in Sichuan as the research object,combs and summarizes relevant research at home and abroad,introduces conceptual theories such as government regulation theory,incentive supervision theory,risk constraint supervision theory,and puts forward the research framework of this research.Then it introduces the current situation of the power industry in Sichuan Province and the general situation of the government supervision of the power industry in Sichuan Province,draws up an interview outline for the current situation of the government supervision of the power industry in Sichuan Province,and conducts in-depth interview and investigation.Through interviews,it is found that there are five major problems in the government supervision of the power industry in Sichuan province,such as weak restriction mechanism for the regulatory body,confused centralized management of the regulatory business,inability to achieve full coverage after the event,insufficient supervision service quality,and insufficient disclosure of regulatory information.On this basis,according to the analysis framework,the causes of the problem are analyzed in five aspects: laws and regulations,functional interface,mode change,team building and technology application.Finally,based on the previous analysis and combined with the advanced experience at home and abroad,the research puts forward the countermeasures to the government supervision problems of the power industry in Sichuan Province.Hopefully,this study can help the Sichuan Province government to clarify the power regulation problems to some extent,give a reasonable explanation for the power regulation Bureau under the two opposing values of development and security,and finally put forward relevant countermeasures in order to improve the quality of power regulation.Finally,I look forward to providing a real mirror for the development and reform of government supervision and administration in other provinces based on the local public experience of Sichuan.
