With the rapid development of China’s economy and the deepening of urbanization,the construction planning of many cities in China has been unable to bear the corresponding economic and urban construction development speed and level.At the same time,urban construction has also changed from a single consideration of development speed to comprehensive improvement of development quality.In order to ensure the high quality development of urban construction,the comprehensive pipe corridor construction is timely introduced into the urban infrastructure construction in many areas.As an intensive urban comprehensive pipe network project,the integrated pipe gallery plays an obvious role in the development of urban construction at home and abroad.At present,the Ministry of Finance and other relevant ministries and commissions have issued a large number of supportive policies and industry benefits for the construction of integrated pipe gallery under PPP mode.However,it is worth noting and clear that the corresponding relevant laws and regulations have not been completed,and there are still a lot of uncertainties in the project implementation process.These hidden risks have a huge impact on the implementation of the project and the implementation and development of the model.Therefore,while paying attention to the development of the industry,it is more important to increase the risk research of the new model and put forward corresponding suggestions and measures for the actual risk control of the project.First of all,through the review of many domestic and foreign research literature on the construction of integrated pipe corridor,the whole life cycle theory,PPP mode risk management and other aspects,based on the Wuhan Optics Valley Center integrated pipe corridor project,the concept of the whole life cycle is introduced according to the construction of the integrated pipe corridor in different stages of the project.Literature analysis was used to identify risks at different stages and build risk factor system.Then,by combining analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method,the risk assessment model of the whole life cycle of the comprehensive pipeline corridor was built according to the result path of the analytic hierarchy process,and the risk levels of the whole project and each stage were determined by the methods of maximum membership degree and weighted distribution.According to the evaluation results,combined with the actual implementation of the project,put forward specific solutions and countermeasures.In this paper,by summarizing and summarizing the risk assessment literature of the integrated pipeline corridor project implemented by PPP mode at home and abroad,this paper identifies the risk factors of 25 corresponding stages according to each stage of the whole life cycle of the integrated pipeline corridor project of Wuhan Optics Valley Central City,summarizes the relevant factors by means of questionnaire,and combines the analytic hierarchy process(AHP)with fuzzy comprehensive evaluation.The risk factors of each stage were quantified and rated,and the judgment matrix was established to establish the rating model.The results show that the evaluation system is close to the actual development of the project.Through the analysis and study of the risk management of the project,the possible big risks in each stage are identified and summarized,and the risk countermeasures and solutions are put forward.It can provide some reference for investment decision and risk management of similar projects.
