Research On The Urban Renewal And Transformation Of The Old City Of Jinan

Since the 18 th National Congress of the Communist Party of China,the Party and the state have put forward more explicit requirements for urbanization under the new situation We should continue to maintain a moderate speed of urbanization,promote the development of the national economy,and look at urbanization with higher standards and broader vision.Therefore,improve the overall strength of the city,optimize social governance,and explore a new path for the urban renewal of the old city area in other parts of the country.This article is mainly based on the literature research method,case study method,and interview method,using the new public management theory and governance theory.This paper summarizes the current situation of urban renewal projects in the Old town area of C District of Jinan,deeply discusses the problems and causes existing in the implementation of urban renewal,and puts forward targeted suggestions.In recent years,Jinan has carried out large-scale urban renewal and transformation in the central urban area and surrounding satellite urban areas.The urban layout has been significantly optimized and improved.The introduction and upgrading of industries have been further accelerated,and the residential environment has been greatly improved.However,with the deepening of the transformation,some problems have gradually emerged.C District is one of the main urban areas of Jinan,and the old city area launched a comprehensive land acquisition and relocation transformation in 2021.This article explores the current situation of urban renewal and renovation in the old city area of C District in Jinan,mainly focusing on the living conditions and infrastructure of residents in the old city area,as well as the overall work process of the urban renewal project in the Old town area of C District of Jinan.With the deepening of the project,social governance is difficult,social participation willingness is low.A series of problems such as high difficulty in land acquisition and relocation,large funding gap,and slow progress in planning and construction have begun to emerge,mainly due to the interweaving of old and new contradictions,making it difficult to solve the problems;Insufficient policy promotion and dissatisfaction among the masses;Insufficient system planning and lax management;Weak financing ability and difficulty in sustaining investment;Delayed industrial planning and delayed investment attraction.At present,there are valuable cases for the renovation and renovation of old urban areas in China,which can be replicated and promoted in similar old city renovations,focusing on improving infrastructure,living environment and strengthening industrial upgrading,these cases can be replicated and promoted in similar old urban reconstruction.Similarly,the urban renewal and renovation project in the old city area of Zone C has strong representativeness within the scope of Jinan.Through summarizing and analyzing its problems,it is proposed that the governance level can be improved by strengthening the integration of resources;Adhere to people-oriented principles and strengthen policy promotion;Focusing on the overall situation and systematically promoting land acquisition and relocation;Pay attention to government guidance and expand financing channels;Based on high-level planning and synchronized industrial layout,measures are taken to solve and avoid problems in the updating process,in order to better promote the high-quality implementation of the project.This has strong operability and reference significance for the urban renewal and transformation implemented in Jinan and even on a larger scale.
