Study On The Countermeasures Of Increasing Reservoir Immigrants’ Income Under The Background Of Rural Revitalization

With the introduction of the concept of green development and the promotion of the carbon peaking and carbon neutrality goals,the water conservancy and hydropower industry has flourished,resulting in a large number of rural reservoir migrants.China has always regarded the issue of "three rural areas" as a fundamental issue for the country’s livelihood.Under the background of the 19th and 20th National Rural Revitalisation Strategies,in order to ensure the long-term and stable development of migrants,restoring and improving the income level of rural migrants has gradually become a topical issue in resettlement work.Based on this background,how to combine the requirements of the rural revitalization strategy with the support of reservoir migrants and quantitatively analyze the impact and effectiveness of the policy implementation on the income increase of migrants has become an academic topic with important research significance.In order to achieve the above research objectives,firstly,this paper discusses the concept and characteristics of reservoir migrants in conjunction with the existing research results,and analyzes in detail the role and influence of reservoir migrants in increasing their income in four aspects,namely,modernization of agricultural infrastructure,public infrastructure,basic public services and industrial management system,and analyzes the mechanism of income increase in conjunction with the rural revitalization strategy.Secondly,it analyses and summarizes the current situation of reservoir migrants’ income and constraints on increasing income.The measures to help immigrants increase their income were also sorted out according to the relevant national policies and the actual situation of some of the projects under construction.Again,the performance evaluation index system for immigrants’ income increase under the rural revitalization strategy was constructed by combining the rural revitalization policy with the income characteristics of immigrants,the realistic conditions of immigrant villages and the actual work of immigrants.In the calculation of input indicators,the influence of lag effect is taken into account,the lag length of each indicator is measured by adopting the time-difference correlation analysis method,and the lag influence coefficient is calculated by applying the CCR-DEA model to ensure the actuality and validity of the indicators.A DEA model for assessing migrants’ income-generating performance under the lag effect is developed and applied to the quantitative analysis of migrants’ income-generating effects in GD province,and the results show that the lower scale efficiency adversely affects migrants’ incomegenerating performance and the high redundancy of inputs for agricultural infrastructure construction.Finally,based on the results of the case study,combined with the latest policies such as the Strategic Plan for Rural Revitalization(2018-2022)and the Opinions on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization,and divided into three parts:overall ideas,income enhancement countermeasures and empirical applications,this paper puts forward suggestions for consolidating the role of agricultural security,promoting high-quality industrial development,improving the efficiency of resource utilization and promoting local employment for migrants to increase the income of reservoir migrants,providing countermeasures for reference for policy adjustment and reservoir migration management.
