| Chongqing railway port as “one belt and one road”,“Train-sea channel” and other logistics channels’ intelligent nodes,plays a vital role in the regional factors gathering and the support of China EU business.With the rapid development of international trade,enterprises hope that the Chongqing government will promote the construction of Chongqing railway smart port.The construction of Chongqing railway smart port helps to realize the smart functions of railway port customs clearance integration,"one-stop" operation,paperless customs clearance and so on,provides effective support for improving the quality of business environment and promoting the development of international trade,and is of great significance for accelerating the development of new forms of foreign trade,promoting the expansion of new forms of trade and opening to the outside world at a high level.However,the construction of Chongqing railway smart port is still in the exploratory stage.Compared with the traditional construction of ports such as seaport and aviation,the construction of Chongqing smart port starts late and has little experience to learn from.There are problems such as information barriers,inefficient management,difficult capital flow and lack of talents,which pose a higher challenge for the government to control and promote the construction of Chongqing railway smart port.Based on the new public management theory,this paper uses literature analysis,comparative analysis,questionnaire survey,case analysis and other research methods to explore its existing problems and countermeasures.By combing and comparing the background and current situation of the construction of Chongqing railway smart port,and carrying out expert interviews and questionnaire survey,the development of Chongqing railway smart port has some problems,such as barriers to data interconnection,disconnection between "construction,management and use",high demand for policy funds and lack of professionals.At the same time,this paper combs the construction of inland railway smart ports in Chengdu and Xi’an,makes a comparative analysis with the construction of Chongqing railway smart ports,and summarizes the experience and enlightenment.According to the above research and analysis results,combined with the relevant theories of new public management,this paper puts forward some suggestions on the construction of Chongqing railway smart port: first,form an overall management mechanism to ensure the construction effect of smart port;Second,strengthen the guidance of government functions,build industrial data standardization,establish a unified information data platform,form regional data collection points,and break the information barriers between departments;Third,encourage the participation of social capital and enterprises,reduce the cost of construction investment,use the market mechanism to form a virtuous circle and ensure the optimization of construction effect;Fourth,strengthen the training and reserve of professional talents to provide human support for Chongqing smart railway port. |
