Research On Environmental Treatment Of Centralized Drinking Water Source Area

In recent years,the CPC Central Committee and The State Council have attached great importance to environmental protection and governance,giving prominence to the construction of ecological civilization.Environmental management of centralized drinking water sources is an important measure to strengthen the construction of ecological civilization,and it is also inevitable to fight the tough battle of pollution prevention and control.Require.Shuangqiao Reservoir,as a centralized drinking water source in the central urban area of Liupanshui,Guizhou Province,undertakes the task of supplying water to 1.2 million people in the city.It also has functions such as irrigation water,ecological water,and industrial water.The quality of its water quality is related to the safety of drinking water for residents.With the development of the city,it is very important to do a good job in the environmental management of water source areas.From the perspective of public management,this paper takes the source of centralized drinking water of Shuangqiao Reservoir in Zhongshan District as an example,it is found that in the environmental treatment of the centralized drinking water source area of Shuangqiao Reservoir,there are some problems,such as the need to strengthen the treatment of non-point source pollution,the poor linkage and dispersion of the functions of the departments,the lack of cross-control of the functions of the departments,the lack of general guidance of the treatment policies and the lack of public participation in the environmental treatment,etc.,and analysis of the causes of these governance problems are mainly due to extensive pollution of water source protection areas,departments lack of coordination mechanisms,lack of communication and guidance at the governance level,lack of financial and technical support mechanisms,government governance model,such as a single solidification.Finally,by combining the theory of public goods and holistic governance,we explore and propose countermeasures and suggestions for the governance of centralized drinking water sources in Shuangqiao Reservoir.One is to highlight shortcomings in governance and improve governance effectiveness,and the other is to improve the coordination and linkage mechanism and integrate governance functions.The third is to improve the construction of the management system and implement the main responsibility.The fourth is to strengthen policy and technical guidance and integrate governance levels.The fifth is to integrate multiple collaborative forces to achieve cooperative governance.Continuously improve the government’s centralized water source environmental governance capacity,to achieve drinking water source water quality continues to improve.
