Research On Performance Evaluation Index System Of Sponge City Construction PPP Project In N City

Rapid urbanisation in China,urban water resources and water ecological conditions are deteriorating day by day.Urban expansion has increased the number of impermeable hardened roads,and rainwater cannot rapidly and naturally seep,leading to frequent urban waterlogging problems.The concept of "sponge city" was proposed to promote the efficient utilization of urban water resources and the self purification ability of water ecology,and achieve the functions of "natural infiltration,natural accumulation,and natural purification" in cities.However,due to the long construction cycle and huge investment amount of sponge city projects,relying solely on finance will not be able to meet the public’s demand for public infrastructure.As a new financing mode,introducing PPP mode into sponge city construction can broaden financing channels,alleviate government financial pressure,and reduce government debt risk.However,the PPP model is still in the exploration stage in China.In the process of practice,due to different target orientations of stakeholders,complex internal management relationships within the project company,and other factors,there are many risks in the PPP model.Therefore,it is necessary to evaluate the performance of construction projects under the PPP model to ensure that PPP provides value for money public services and public infrastructure construction.Based on the balanced scorecard theory,this paper analyses and examines the performance evaluation of the N City sponge city project under the PPP model.In this paper,we first introduce the context and meaning of Sponge City and PPP mode,and review relevant literature at home and abroad in the context of the city of Jacket.Based on relevant concepts and theoretical foundations,combined with selected cases,this paper analyzes their basic situation and performance evaluation status,and discusses their existing deficiencies,manifested primarily in inadequate coordination mechanisms,lack of bidirectional monitoring mechanisms,imperfect performance appraisal mechanisms,imperfect relevant legislation,unreasonable and incomplete indicator frameworks,and inadequate payment linkage.Secondly,based on the above analysis,the balanced scorecard theory was introduced and its suitability for performance evaluation of sponge city projects under the PPP model was analyzed.Based on strict adherence to the principles of constructing a performance evaluation indicator system,the existing shortcomings of performance evaluation of sponge city projects in N city were addressed,The four dimensions of properly improving the balanced scorecard are "project construction,operation,and risk management dimensions","finance and investment and financing dimensions","sustainable development dimensions",and "stakeholder dimensions".A total of 34 evaluation indicators are selected to innovate and build a performance evaluation indicator system.The analytical hierarchy process and the fuzzy holistic scoring method are then used to calculate the index weight and obtain a performance evaluation score for the case study project.In the last chapter,in response to the above questions,appropriate safeguards for the effective application of the performance evaluation index system are presented in terms of evaluation mechanism,government support mechanism,cost management mechanism,etc.
