Energy shortage is a common challenge facing the world at present.For this reason,China has put forward measures such as rational use of energy,reduction of energy waste and development of new energy.For the development and utilization of energy,in order to avoid energy projects in the late development after the investment is too large to back the project to the serious environmental pollution,energy,energy project needs the key technology of the current cannot be achieved,and many other issues,and eventually lead to the emergence of the problem such as project,usually at the beginning of the project construction to evaluate the feasibility of the various projects.But at the moment of the project evaluation method only stay in the feasibility report of the third party agencies to write,then organize expert evaluation,the evaluation mode usually exist third party institution levels not neat,expert experience is too subjective,spend a lot of manpower,and even cause misjudgment to feasibility of the project.But at present there is no unified evaluation standard and evaluation system to evaluate the feasibility of the project.This article will try to solve this problem.This paper firstly collects information about energy projects related to the system,mainly by summarizing national,local and industry policies or standards and standards,or by consulting existing project archived information through multiple channels,or by visiting relevant industry experts and technical personnel.Then the collected data are studied and analyzed,and classified into policy compliance and project feasibility.The policy compliance review must be satisfied before the project feasibility evaluation can be carried out.In project feasibility evaluation,it is necessary to master the index influencing factors of energy project research,and classify and grade the index factors into first-level index,second-level index and third-level index.According to the influence degree of each index factor,determine the weight coefficient and score of each index,and set the calculation method of score of each index.The third step is to design and develop the data sorted out above by using C# language,My SQL database and other computer development technologies,so as to form a feasibility evaluation system that can meet the needs of new energy projects and can be automatically reviewed,and reliable evaluation reports and conclusions can be drawn.After the design of the system is completed,an example is used to test the system,and a detailed report form and reliable conclusion are obtained.The development of the system realizes the automatic evaluation of the new construction of energy projects,and provides a convenient and reliable theoretical support and basis for the future evaluation and development of energy projects.
