Government Risk Management Research For Greening PPP Projects

With the continuous development of social economy,people’s living standards continue to improve,and the demand and requirements for park greening continue to grow.However,due to the traditional "financial contribution,government operation" park greening construction project model can no longer meet the actual needs of the current park greening construction project operation,the relevant projects have gradually begun to promote the application of PPP model with reference to other public construction projects,thereby strengthening the cooperation between the government and private capital,while reducing the impact of park greening construction projects on government debt to a certain extent.However,according to the existing research results and the actual situation of typical cases,the government will face extremely serious government risk problems after the introduction of PPP projects in park greening construction projects,in order to effectively identify and deal with government risk problems in park greening construction projects,this paper will take a park greening construction PPP project in City A as an example to analyze and identify the government risks of the project,and then put forward targeted basic ideas and suggestions for government risk management.In order to provide reference for the government risk management of subsequent park greening PPP construction projects.Confirm the purpose and method of risk assessment based on existing research results,combine the principal-agent theory,new public management concept,project risk management concept,multiple supply theory of public goods and PPP model,government risk and management,municipal greening project and other related theories and concepts,and combine the actual situation of A park green space construction PPP project in A city.The current situation of government risk management of the project is comprehensively analyzed,and the risk assessment index system is constructed according to the results of risk identification.The research and analysis results are obtained through expert rating evaluation,hierarchical analysis evaluation,fuzzy comprehensive evaluation and other evaluation risks.Finally,it is confirmed that the government risks of A public park green space PPP project in A city mainly include decision-making error risk,government credit risk,political environment risk,subject status inequality,government regulation risk,government corruption risk,public opposition risk,cost overrun risk,cost recovery risk,market demand change risk,etc.Based on the comprehensive analysis results,this paper puts forward the basic ideas and suggestions on government risk management of A public park green space construction PPP project in A city.Among them,the basic idea of government risk management mainly takes risk prevention as the core and positive response as the key.The suggestions of government risk management are mainly to control government risk well,implement risk transfer and risk retention,and construct risk dynamic management and monitoring and early warning mechanism.
