As the country’s economy continues to develop steadily and positively,traditional ground rescue methods have failed to meet people’s increasingly high safety and security needs.Aviation emergency rescue is a rescue means with outstanding features such as strong mobility,fast response speed and wide coverage.At present,China has made the vigorous development of aviation emergency rescue an important part of its work during the 14 th Five-Year Plan period.In the construction programme of the aviation emergency rescue system released by the Ministry of Emergency Management,the regional aviation emergency rescue centre,as the third level of organisation,is the basis for the construction of the system.Taking a regional aviation emergency rescue centre as the research object,the thesis proposes the construction content and development suggestions of a regional aviation emergency rescue centre in terms of construction principles and objectives,team and equipment construction,rescue guarantee and management,operational response mechanism and inspection and evaluation using the literature summary method.It also explores the development plan of a regional aviation emergency rescue centre based on the Zigong Aviation Industrial Park,taking the southern Sichuan region as an example.By using the SWOT-PEST analysis method to combine strengths,weaknesses,opportunities and threats with political,economic,social and technological aspects,the Zigong Aviation Industrial Park is comprehensively analysed,and the weights of development strategy influencing factors are determined with the help of the hierarchical analysis method,and by virtue of the results of the strategic centre of gravity calculation Determine the suitability of the Zigong Aviation Industrial Park for the SO development strategy.Based on the risk assessment method for sudden environmental events,a rescue demand assessment index system is established,and the positive and negative indicators of comprehensive risk assessment for aviation emergency rescue are determined from three dimensions: risk intensity,vulnerability of risk receptors and risk response capacity.The main area is Yibin City.The P-median model is used to calculate the network distribution relationship of aviation emergency rescue facility points under different number of selected points.The network distribution relationship was calculated for different number of selected points.
