| The top priority of a nation is education.Under the strategic background of China’s continuous promotion of equalization of basic public services,the equalization of basic education services is an essential part,and the most direct manifestation of the equalization of basic education services is the balanced distribution of basic education facilities.With the development of new urbanization and the changes in urban population brought about by the adjustment of national fertility policies,the incompatibility between school-age population and school layout has become increasingly prominent,and the imbalance between supply and demand of basic education services has become the main factor restricting the balanced development of education.Scientific and reasonable allocation of basic education facilities and promoting the equalization of basic education services are essential aspects of the construction of the basic public service system in the new era.Accessibility,as an important evaluation indicator of the equalization of basic education services,reflects the size of the opportunity for the school-age population to approach educational facilities.Carrying out accessibility research on urban basic education facilities will help identify weak areas in basic education services and promote the balanced development of basic education.Based on the aforementioned background,this paper takes primary and secondary school facilities in the central urban area of Jingzhou City as the research object,focusing on spatial fairness and exploring the relationship between facility layout and accessibility to schooling.The accessibility of the school-age population in the study area is evaluated using Voronoi diagrams,an improved potential model,and a two-step floating catchment area method from both static and dynamic perspectives.According to the calculation results,the improved potential model,compared with the two-step floating catchment area method,takes into account the service capacity of schools,schooling demand,and travel impedance.The accessibility results have a higher degree of dispersion,which can better reveal the differences in accessibility of the school-age population and help identify weak areas of basic education services.The main conclusions drawn from the accessibility calculations are:(1)The overall accessibility of basic education resources in the central urban area needs to be improved,especially focusing on the balanced distribution of junior high school facilities;(2)There is a significant spatial difference in the accessibility of basic education resources in the central urban area,and it is necessary to increase the education fiscal investment in the edge areas of the central city;(3)The accessibility of urban roads is an important factor affecting the accessibility of basic education services,and improving the construction level of road transportation will help improve accessibility to schooling.Combining the aforementioned research content,optimization suggestions are put forward for the weak areas of basic education services in the central urban area from the aspects of system policy and construction measures,aiming to narrow the education gap and promote education equity. |
