In February 2017,the first mention of "whole-process engineering consulting" in the Opinions on Promoting the Sustainable and Healthy Development of Construction Industry set off the transformation boom of domestic consulting enterprises to develop whole-process engineering consulting services.However,domestic supervision enterprises generally have problems such as backward organizational structure,single business scope and insufficient high-quality talents,which are not fully equipped with the conditions for transformation and development of whole-process engineering consulting and seriously restrict the high-quality development of supervision enterprises.Firstly,the current situation of engineering supervision and whole-process engineering consulting industry is analyzed.It studies the development history and current situation of domestic engineering supervision and whole-process engineering consulting industry,and discusses the pain points of transformation and development of engineering supervision enterprises and the common problems of integration management,business integration and talent training of whole-process engineering consulting enterprises.Secondly,the necessity of transformation of large and medium supervision enterprises to full-process engineering consulting enterprises is discussed.Based on the theory of SWOT and PEST analysis,the internal and external environment of large and medium supervision enterprises is analyzed,and the SWOT analysis matrix is constructed to summarize the opportunities,threats,advantages,disadvantages and necessity of transformation.Then,the transformation and development plan of large and medium-sized supervision enterprises to full-process engineering consulting enterprises is studied and the feasibility is verified.Based on the SWOT analysis matrix,the objectives and principles of transformation are clarified,the transformation scheme is designed and the structural equation theoretical model is constructed.The data were collected through questionnaire survey and the structural equation model was used to verify the feasibility of the transformation scheme.Finally,taking H Supervision Company as an example,the transformation process and transformation effectiveness are demonstrated,including institutional mechanism transformation,business capability transformation,human resource transformation,market resource transformation and financial resource transformation,which finally realize the value-added project management and enterprise performance improvement,and put forward the service model of "management and supervision + N",and summarized the transformation The "one,three,one" steps of the transformation are summarized,which has a guiding significance for the transformation of other enterprises.
