| In recent years,in order to promote the development of whole-process engineering consulting and cultivate integrated consulting services for the entire life cycle,the national and local governments have successively issued a series of policies to improve the organizational models of construction projects.The promulgation of these policies further highlights the important role of whole-process engineering consulting in the construction industry and prompts relevant enterprises to actively expand their business scope and seek transformation and upgrading.According to the project practices of whole-process engineering consulting,supervision enterprises have become the main participants and have taken a dominant position in this field.This phenomenon indicates that supervision enterprises have significant influence and advantageous position in the implementation of whole-process engineering consulting.However,as the main participants,supervision enterprises face many problems in leading the implementation of whole-process engineering consulting,such as lack of composite talents,single service mode of enterprises,and intense market competition.In the current context,studying the path and guarantee mechanism for supervision enterprises to lead whole-process engineering consulting is of great practical significance to the development of supervision enterprises and the entire industry.This article first reviews the current situation of the supervision industry and the relevant research on whole-process engineering consulting,and compares and analyzes the advantages and disadvantages of different professions leading whole-process engineering consulting.Secondly,through literature research and expert interviews,19 influencing factors for supervision enterprises to lead whole-process engineering consulting are identified from four dimensions.Finally,the DEMATEL-ISM model is used to calculate the interrelationships among these influencing factors,analyze the logical relationships among the factors,and establish a hierarchical structure of influencing factors.The research results show that the key influencing factors for supervision enterprises to lead whole-process engineering consulting include the single service mode of supervision enterprises,the whole-process project management capability of supervision enterprises,the lack of composite talents,the incomplete policy system of whole-process engineering consulting,the insufficient professional quality of supervision engineers,and the mismatch between organizational structure and the development of whole-process engineering consulting services.Based on the above analysis,this study proposes an implementation path for supervision enterprises to lead whole-process engineering consulting from the perspective of key influencing factors,including establishing a whole-process engineering consulting service model with whole-process project management as the core;extending upstream and downstream business and expanding the service chain;building a talent cultivation system for composite talents;and improving the professional quality system of supervision engineers.Meanwhile,corresponding guarantee mechanisms should be established from the aspects of technology,policy,and organization. |
