Research On The Implementation Deviation Of The Policy Of Controlling Truck Out Of Gauge And Overload In Guangdong Province

As the frontier of reform and opening-up and the hinterland of pan-pearl River Delta,Guangdong has a large freight market,and the development of freight industry has long been limited by the problem of overloading and overloading of freight cars.Since 2016,when the state introduced a series of new policies to tackle the problem,there have been delays in the development of mechanisms to tackle the problem,failure to implement the measures at its source,joint law enforcement,and the "One overloading,four punishments" policy,in some local areas,the law enforcement departments have seriously deviated from the policy objectives,such as inaction and lawlessness.How to find out and correct the deviation of the implementation of the policy and ensure the successful realization of the goal of the new policy is a severe test for the executive ability of the public policy and the vitality of the new policy.Based on the theory of policy implementation,this paper collects and studies the domestic and foreign research literature on the process and deviation of policy implementation,on the basis of field research,in-depth interviews and case studies,with the help of Smith’s policy implementation process model theory,this paper makes an in-depth analysis on the current situation of the implementation of the new super-government policy in Guangdong province,this paper sums up and sorts out five kinds of implementation deviations in the implementation of super-policy,such as copy-type implementation,symbolic implementation,selective implementation,alternative implementation and resistance implementation.The study found that,the main reasons for the deviation are that the internal restrictive factors of the policy itself reduce the ability of regulation and control of the overloading of trucks,the poor implementation mechanism of policy results in the weakening of the overall implementation of policy,the deviation of the will and behavior of the target group leads to the deviation of the policy implementation from the benign track,and the lack of effective improvement of the implementation environment restricts the overall implementation effect of the policy,etc..Finally,on the basis of the successful experience of the implementation of the super-governance policy at home and abroad,the author puts forward the ways to correct the deviation of the implementation of the super-governance policy in Guangdong province from the four dimensions of the policy plan,the executing agency,the target group and the policy environment,in order to follow-up to improve the policy implementation theory,the construction of a long-term super-governance pattern to provide reference.
