In the context of current stock planning,architectural design has undergone a transformation from pursuing "quantity" to pursuing "quality".In this process,comprehensive cultural buildings in county-level small and medium-sized cities have exposed problems such as unreasonable scale setting,low utilization rate of functional space,and insufficient spatial openness,making it difficult to adapt to the usage needs of the new era.This study takes the "Three Halls" design project of Huaping County Library,Museum,and Archives in Lijiang as an example.With architectural planning and design methods as the theoretical core,the internal and external conditions of the site are investigated to obtain explicit and potential functional space needs.Based on architectural planning methods,the goal positioning,site concept,spatial concept,technical concept The architectural planning and design of the Huaping "Three Pavilions" project were conducted from six levels of operational concept and scheme comparison analysis.The design points of the comprehensive cultural building in the architectural planning and design process were summarized.Through the research process of demand satisfaction and comparative analysis,the ultimate goals of the comprehensive cultural building space openness,composite design,and scheme selection were achieved.
